      The Opportunity:

      The Department of County Human Services (DCHS) is pleased to announce an open competitive recruitment for a 1115 Medicaid Housing Program Supervisor. This position is a full time 1.0 FTE and will be scheduled as hybrid telework 40 hours a week (Monday – Friday 8:00am -5:00pm). The on-site work location for this position is at 209 SW 4th Avenue, Portland OR 97204. All employees must reside in Oregon or Washington; the county cannot support ongoing telework from other locations. This is a Limited Duration position and is funded for up to 24 months but may end at any time.

      The eligible list created from this recruitment m ay be used to fill future regular, limited duration, temporary, on-call, full or part-time assignments within the department.

      About the Position: Th e purpose of this role is to provide oversight and leadership for the 1115 Medicaid HRSN housing program by managing daily operations, supervising 2 Program Specialists, 1 Program Specialist Senior and ensuring the program meets its goals; this role is responsible for network development, including provider identification, on-boarding, and capacity planning, while also delivering technical assistance and training to providers. Additionally, the role involves monitoring compliance, developing work processes, and ensuring adherence to program budgets and requirements.

      Primary responsibilities include but not limited to:

      A. Program oversight, leadership and administration

      • Provide day-to-day supervision of activities the 1115 Medicaid HRSN housing program

      • Plan, prioritize, assign, supervise, and review the work of Program Specialists

      • Develop and revise work processes

      • Provide and coordinate staff training; manage performance and work with staff to correct deficiencies

      • Monitor work performed to meet agreed-upon goals and objectives of the waiver.

      • Monitor and evaluate team performance and project goals

      • Lead and facilitate team meetings and planning sessions that support organizational, departmental, and division goals.

      • Promote collaborative working relationships and team cohesion that value storytelling, unique expertise and experiences, and vulnerability

      • Provide coaching and guidance to staff regarding projects, processes, and professional development.

      • Lead the development and administration of the program budget

      • Participate in forecasting additional funds for staffing and resources

      • Prepare a variety of reports on operations and activities to demonstrate budget needs

      B. Network development and coordination

      • Partner Identification

        • In partnership with Quality Manager, strategically support identification of potential HRSN Service Providers and share name and contact information for organizations interested in contracting with CCO

        • Develop methodology in partnership with CCO for estimating and communicating HRSN provider capacity

        • Support identification of network capacity gaps and propose solutions to CCO

      • Provider Readiness Development, Assessment and On-boarding

        • Partner with CCO to support providers in understanding readiness assessment requirements and provide individual and group technical assistance on requirements to support providers to meet benefit roll out goals and timelines

        • Partner with CCO to co-develop provider on-boarding process and content

        • Co-deliver with CCO all aspects of provider on-boarding for HRSN Service Providers

      C. Technical Assistance & Training

      • Referral management, capacity estimation planning, documentation requirements, invoicing support, reporting, data management, policy and procedure development, etc.

      • In partnership with tri-county partners, identify (and share with CCO) HRSN Service Provider knowledge gaps that could inform priority or common TA topics; develop standardized TA materials to address these gaps/areas of need that can be used regionally to extent possible.

      • Oversee referral management, capacity estimation planning, documentation requirements, invoicing support, reporting, data management, policy and procedure development, etc.

      • In partnership with Quality Manager and County Housing Hubs, develop strategy and annual training plan for Provider communities of practice

      D. Network Monitoring and Compliance

      • Co-develop with CCO and support delivery of technical assistance to support providers with HRSN provider requirements such as documentation, invoicing and reporting.

      • Ensure compliance with program budget; make recommendations on potential budget needs for future of the waiver

      • Monitor provider capacity in partnership with the CCO to better understand the gaps and needs and solve any capacity related challenges in partnership with the CCO and providers

      Minimum Qualifications/Transferable Skills*:

      • A Bachelor's Degree – in lieu of a degree, we will consider equivalent years of related experience.

      • Three (3) to six (6) years of experience that demonstrates the ability to perform the duties of the position. (Equivalency 7-10 years of qualifying training and/or experience).

      • Must pass a criminal background check with Multnomah County (this step occurs after a job offer)

      • Must have a valid driver license
