      Position Information:
      The Accounting Manager receives assignments in the form of objectives and determines how to use resources to meet schedules and goals. Recommends changes to policies and establishes procedures that affect immediate organization(s). Works on issues of diverse scope where analysis of situation or data requires evaluation of a variety of factors, including an understanding of current business trends. Follows processes and operational policies in selecting methods and techniques for obtaining solutions. Provides guidance to subordinates to achieve goals in accordance with established policies.

      The full salary range for the Accounting Manager is $90,400.00 - $169,000.00 annually. However, the expected pay scale for this position is $90,400.00 - $125,300.00 annually. We base salary offers on a variety of considerations, such as education, licensure and certifications, experience, and other business and organizational needs.

      Applicants must have current work authorization when accepting a UCR staff position. Currently, we are unable to sponsor or take over sponsorship of an employment Visa for staff.

      Requirements:

      Educational Requirements

      1. Bachelor's degree in related area and/or equivalent experience/training. (Required)
      2. Master's degree in business administration or related field. (Preferred)

      Experience Requirements

      1. 8 - 13 years of related experience. (Required)
      2. Previous supervisory/managerial experience. (Preferred)
      3. Demonstrated experience with Oracle Financials. (Preferred)
      4. Demonstrated accounting experience working in an Education setting. (Preferred)

      Certification Requirements

      1. Professional certification. (Preferred)

      Special Conditions

      1. Occasional travel for university related business meetings, conferences and/or professional development. (Required)

      Minimum Requirements

      1. Broad knowledge of financial transactions and financial systems, as well as related policy, accounting, and regulatory compliance requirements.
      2. Strong skills using common desktop/web applications.
      3. Strong interpersonal skills and ability to work effectively across the organization at all levels.
      4. Broad service orientation skills; proven ability to multi-task effectively in a varied, high volume environment; sound judgment and decision-making skills; and reasoning ability to develop original ideas to solve problems.
      5. Broad knowledge of the organization's operational, personnel, and financial transactions and systems.
      6. Basic knowledge of industry best practices.
      7. Strong verbal and written communication skills.
      8. Extensive knowledge of and experience developing internal controls and related procedures.
      9. Highly experienced using financial transactions and financial systems, as well as related policy, accounting, and unique and complex regulatory compliance requirements.
      10. Expert level accounting related knowledge and skills; in-depth knowledge of the accounting function.
      11. Expert knowledge of analytical procedures used in accounting projects of complex scope which involve unique issues.

      Preferred Qualifications

      1. Knowledge of UC and UCR policies and procedures, organizational structure, and systems.
      2. Working knowledge of and experience with interpreting and applying Generally Accepted Accounting Principles and university fund accounting principles.
      3. Knowledge of Oracle Cloud Financials.

      Generic Scope:
      Spends the majority of time (50% or more) achieving organizational objectives through the coordinated achievements of subordinate staff. Establishes departmental goals and objectives, functions with autonomy. Manages the accountability and stewardship of human, financial, and often physical resources in compliance with departmental and organizational goals and objectives. Ensures subordinate supervisors and professionals adhere to defined internal controls. Manages systems and procedures to protect departmental assets.

      Department Custom Scope:
      Under the minimal direction of the Assistant Controller, the Accounting Manager is responsible for the overall management of Treasury and General Accounting in UCR's Accounting Office. For Treasury management side, this includes developing financial models, strategies and recommendations to inform executive level decision making and support campus-wide integrated strategic planning processes to maximize income on cash balances and long term working capital, and determine the feasibility of funding capital projects and initiatives that are consistent with liquidity, cash flow, and risk budget requirements. For General Accounting, primary areas of responsibility and oversight include capitalization, depreciation, unrelated business income tax reporting, sales/use tax reporting/audits, NCAA audit, journal generation, month-end and fiscal year-end closing, non-payroll cost transfers, inter-campus transfers, and campus recharges. Primary fund groups of accounting responsibility include Plant Funds, Loan Funds, General Funds, University Funds, Auxiliary and Service Funds, and Campus Reserves. Responsibilities include providing direction to 5 staff positions performing the highest level of accounting activities. This requires developing Accounting Office and campus-wide polices and procedures, including internal control systems and complex accounting solutions in recording UCR's financial activity applying NACUBO and GASB fund accounting principles, and interacting extensively with the campus community and external auditors. Incumbent is an active participant in the Accounting Office management team in planning future activities and incorporating the latest technology available to increase the efficiency and effectiveness of the office.

      Key Responsibilities:

      1. Receives accounting department assignments in the form of objectives with goals and the process by which to meet those goals.
        • Develops, documents and maintains all General Accounting processes including internal control systems, knowledge base of the University's cash, banking, and investment activities for the purpose of liquidity analysis and facilitating efficient use of capital by obtaining an understanding of sources and uses of cash, reporting, forecasting, departments/functions, key contacts, processing, and related policies and procedures. Directs the maintenance of UCR's Chart of Accounts including roll up to UCOP system-wide chart of accounts.
      2. Directs accounting staff to complete assignments using established guidelines, procedures and standards.
        • Direct accounting procedures for inter-campus activity including journal preparation and reconciliation of financial control accounts. Responsible for campus-wide reconciliation of transactions. Monitors accounting activity of many diverse balance sheet accounts, bank accounts, ensure appropriate reconciliations are documented, and that corrective action is taken when needed. Oversees the monthly remittance of sales/use tax and preparation of Quarterly Sales/Use Tax Return. Advises campus staff on sales/use tax issues.
      3. Follows established practices and procedures in analyzing situations and assignments.
        • Advises campus community on all General Accounting policies and procedures. This requires a thorough understanding of the UC Accounting Manual, Business and Finance Bulletins, and UCR Policy and Procedures manual. Assist campus departmental staff in researching accounting problems and developing strategies to correct errors.
      4. Monitors daily operations of accounting unit.
      5. Uses full knowledge of own area of functional responsibility.
      6. Interacts daily with subordinates and/or functional peer groups.
      7. Participates in interactions normally to exchange or present accounting information.
      8. Provides immediate supervision and guidance to employees, assigning tasks, checking work and ensuring accounting reporting deadlines are met.
      9. Establishes and recommends changes to policies which affect the department.
