Main Purpose of Job
The main purpose of this position is toevaluate and ensure thatcomplete and thorough investigationshave been completed,by initial reviewersor background investigators,on applicantssubmitting a Maryland State Police Application and Affidavit to Purchase a Regulated Firearm (Form 77R), an application for a Handgun Qualification License (HQL) and/or an application to Wear and Carry a Firearm (Handgun Permit) to the Maryland State Police Licensing Division, withinthe statutorily mandated time periods.This isachievedby comparingcriminal histories,discovered during the initialinvestigation,to allState and federalstatutes and regulationsin order todetermine eligibility forfirearmpurchaselicensure, regulated firearmpurchase, and/ortowear and carrya regulated firearm.
POSITION DUTIES
Conduct secondary and full background investigations of 77R, and/ or Handgun Permit applications within the Licensing Portal, and/or HQL applications within the My LicenseOffice by querying, interpreting, comparing and applying criminal and other records obtained from, but not limited to, the following State and Federal databases and systems, ensuring that the applicant is not prohibited to purchase a firearm by State or federal law and that thefirearm(s) has not been reported as stolen or missing: Criminal Justice Information System (CJIS); Maryland Telecommunications Enforcement ResourceSystem (METERS); NationalInstant Criminal Background Check System 9NICS); The International Justice and PublicSafety Network (Nlets); National Crime Information Center (NCIC); Maryland Automated Firearms Services System (MAFSS); Maryland Identification/Index System; Maryland Raps; Maryland Department of Health (MDH); Maryland Departmentof Juvenile Services (DJS); JudicialInformation System (JIS); MarylandParole and Probation; MarylandMotor VehicleAdministration(MVA); Portal to JudiciaryApplications (J-portal: Secure Case Search, Warrants & Orders; Maryland JudiciaryCase Search; My License Office (Handgun QualificationLicense); LicensingPortal (Maryland Handgun Permit). Must maintain a level of proficiency and accuracy, as established by current Licensing Divisionpolicies and procedures. Complete all associated forms, ledgers and notifications associated with theprocessinganddisposition assigned toa77R,HQLand/or Handgun Permit, including, but not limited to: Criminal history notesand documentationwithin the Licensing Portaland/or My License Office; Placed on Hold form and Hold Ledger; Disapproval Form and Disapproval Ledger; Disapproval notifications to Maryland State Police Firearms Enforcement; Licensing Division Command Brief; Reports required for any appeal hearing or judicial proceeding. Conduct NICS Rechecks and Licensing Rechecks within the Licensing Portaland Pawn Redemption/Return of Consignment NICSchecks,perLicensing Division, Stateand federal policies and procedures.Assist with annual Machine GunRegistration,Regulated Firearm Dealer renewals,Qualified Handgun Instructor renewals,and/or LEOSA applications,as needed.Complete all associated forms, ledgers and notifications associated with the processing of these various applications or processes. Answer phone calls, emails and other correspondence concerning firearmservices,regulatory issues, general firearm questionsandother questions related tothe Maryland State Police Licensing Division. Must maintain currency for all required State and federal database and system accesses.Must maintain a high level of understanding of State and federal firearm laws, policies and procedures. Perform other job-related duties, astaskedby Firearm Services Supervisors or by Licensing Division Command.
MINIMUM QUALIFICATIONS
Education: Graduation from an accredited high school or possession of a high school equivalency certificate. Experience: Four years of administrative staff or professional work. Notes: 1. Candidates may substitute 30 college credit hours from an accredited college or university for each year up to four years of the required experience. 2. Candidates may substitute the possession of a Bachelor's degree from an accredited college or university for the required experience. 3. Candidates may substitute the possession of a Master's degree from an accredited college or university for the required experience. 4. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer involving staff work related to the administration of rules, regulations, policy, procedures and processes, or overseeing or coordinating unit operations or functioning as a staff assistant to a higher ranking commissioned officer on a year-for- year basis for the required experience.
DESIRED OR PREFERRED QUALIFICATIONS
Preferred Qualifications: 1. Current MSP Licensing Employee or three (3) years' experience as a full-time law enforcement officer (certified police officer) or experience in a law enforcement function such as a police dispatcher or civilian background investigator. 2. Experience working at the Federal, State, County or local level of government.
LICENSES, REGISTRATIONS AND CERTIFICATIONS
Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator’s license valid in the State of Maryland.
SPECIAL REQUIREMENTS
Candidates may be responsible for providing their own transportationas needed to access meetings, remote locations, and job destinations as assigned.
SELECTION PROCESS
Only candidates who meet the minimum qualifications will be considered for this classification.Therefore, it is essential that you provide complete and accurate information on your application. Successful candidates will be placed on the Eligible List categorized as BEST QUALIFIED, BETTER QUALIFIED OR QUALIFIED and remain eligible for consideration for at least one year from the date of examination. The list will be used by the hiring manager to select employees.
