- Support Program Teams that are developing and building technologies that aren't just top-notch, they're often top-secret
- Work side-by-side with exceptional people to develop, manage and maintain complex cost and schedule baselines following industry standard Earned Value Management System (EVMS) processes based on contract requirements or sometimes applying tailored value-added Earned Value (EV) best practices based on program needs.
- Work with industry standard tools such as Deltek Cobra/wInsight, Microsoft Power BI, Microsoft Project, SSI Tools and ForProject, to name just a few.
- Keep program teams up to date by providing detailed costs incurred data as requested and by helping project leads identify issues and inconsistencies early.
- Analyze and present program cost/schedule trend data, predictive metrics, estimates at complete and risks/ opportunities that can help teams stay on track, operate more efficiently and provide critical transparency to key stakeholders, including government and commercial customers.
- Generate and integrate with EV data sound master schedules that are horizontally/vertically integrated and fully resource loaded with content from multiple functions/organizations across both General Dynamics and our broad base of industry leading suppliers.
- Regularly assess overall schedule health and quality using industry standard tools and metrics. Proactively work with project leads to address identified weaknesses.
- Work with engineering and manufacturing experts to identify the program's critical path to successful completion and identify the driving paths to important program events and critical deliveries.
- Develop Monte Carlo simulations and run Schedule Risk Assessments to help projects determine the probability of successfully meeting key deliverables and dates.
- Maintain the program's important monthly business rhythm by collecting timely inputs from multiple sources, working with your peers to ensure data quality and meeting tight reporting deadlines.
- From time to time work closely with a diverse team of business leaders, technical experts and suppliers to develop winning proposals that will provide next generation technologies compliant with RFP requirements.

- A bachelor's degree or equivalent plus a minimum of 5 years relevant experience; or Master's degree plus a minimum of 3 years relevant experience.
- Earned Value Management process knowledge and hands on EV tools experience.
- An understanding of good scheduling principles and industry standard scheduling tool experience.
- Work Breakdown Structure (WBS) dictionary knowledge.
- Cost and schedule variance analysis skills and strong presentation skills.
- Knowledge and experience generating DOD standard EV Reporting formats.
- Prior experience generating IPMDAR SPD and CPD files is a plus.
- Creative thinking with the ability to multi-task.
- An ability to work and communicate across functions and organizations to develop complex cost and schedule baselines and updates forecasts.
- The aptitude and attitude needed to be strong value-added business partner to our program teams.

Basic Qualifications
Bachelor's degree or equivalent is required plus a minimum of 5 years relevant experience; or Master's degree plus a minimum of 3 years relevant experience.
CLEARANCE REQUIREMENTS:
Department of Defense TS/SCI security clearance is required within a reasonable period of time. Applicants selected will be subject to a U.S. Government security investigation and must meet eligibility requirements for access to classified information. Due to the nature of work performed within our facilities, U.S. citizenship is required.

As an effective team builder, the Advanced Program Performance Management Specialist (PPM / EVM) provides contract/program cost and/or schedule management and analysis related to established or new development programs for major component or small system, or production or logistics programs in our Cyber business area. We'll expect you to work with multiple contracts by developing the program integrated cost and schedule baseline within the contract parameters in conjunction with the program team and analyzing program performance (historical and predictive), and monitoring the contract/program Estimate at Complete and schedule completion date, and make recommendations to program manager and program leads.

This estimate represents the typical salary range for this position based on experience and other factors (geographic location, etc.). Actual pay may vary.
Combined Salary Range
USD $103,200.00 - USD $111,600.00 /Yr.
