      The person hired into this position may request to work a majority of their work hours remotely and occasionally will be required to attend on-site meetings multiple times per month. The position may be headquartered at any Wisconsin job center, depending on employee preference and business needs.

      Position Summary

      As a valued member of the Bureau of Apprenticeship Standards, this position is responsible for:
      • Researching, developing, and managing initiatives in the compliance and advancement of state and federal apprenticeship standards, affirmative action, and complaint resolution with stakeholders of registered apprenticeship.
      • Utilizing policy, procedure and program development methodologies within the context of workforce and economic development legislation and planning.
      • Providing project management and coordination with both internal and external customers as it relates to registered apprenticeship compliance requirements.

      Salary Information

      Starting pay is between $72,800 and $76,000 per year, depending on qualifications, plus an exemplary benefits package :

      The classification title for this position is Program & Policy Analyst-Advanced (schedule 07, range 03). A 12-month probationary period will be required. This position is considered exempt under the Fair Labor Standards Act.

      Pay will be set in accordance with the State Compensation Plan in effect at the time of appointment. Starting pay may vary for current state employees.

      Job Details

      Remote work: Employees with approved remote and hybrid-remote work arrangements are generally expected to work within the state of Wisconsin . High-speed internet access is required to meet the needs of remote work. Remote work options are subject to change.

      Criminal histories: We also consider all qualified applicants with criminal histories, consistent with applicable federal, state and local law. Finalists for this position may be required to allow DWD to conduct a background check or other checks to determine whether the circumstances of any conviction may be related to the job being filled. For positions with access to sensitive federal tax information, FBI fingerprinting may also be required.

      Eligibility to work in United States: Applicants must be legally entitled to work in the United States (i.e. a US citizen or national or a lawful permanent resident) at the time of appointment. DWD does not sponsor visas and is not an eligible OPT employer for those with F1 visas. This is not a contract position. Any appointment made will be contingent on the applicant completing the I-9 upon hire.

      Qualifications

      Qualifications marked with an asterisk (*) below will be evaluated in the first step of the selection process. Additional qualifications may be evaluated in subsequent steps.

      You need to have the following experience:
      • * Researching, analyzing, or interpreting complex written materials (i.e. federal or state legislation, regulations, administrative code, advisory or policy documents, etc.)
      • * Developing, planning, evaluating or analyzing policies or programs.
      • *Providing consultation or training on complex/technical topics (e.g. regulations, policies, systems upgrades, etc.) to persons with limited knowledge of the topic.
      • *Developing and delivering a variety of oral and written work products (e.g. policies, guidance documents, complaint determinations, legal opinions, issue papers, etc.).
      • Communicating and collaborating with others to achieve business goals.
      Any of the following experience would be nice to have:
      • *Compiling and examining information for formal complaints and investigations.
      • *Working with workforce development or employment & training programs (i.e. Workforce Development Boards, TAA, WIOA, Apprenticeship, etc.)
      • *Working with apprenticeship compliance requirements (e.g. DWD 295 and 296; DOL 29, CFR 29, CFR 30).
