- Partnering with NIH Office of Human Resources to assist with HR actions and new hire processing (including onboarding and orientation activities)
- Providing guidance and feedback on HR initiatives
- Coordination of Fellows programs including Fellows recruitment, hiring, onboarding, management support, and offboarding
- Organization of performance and non-performance based awards and recognition programs
- HR and workforce management support
- Coordination of executive coaching, professional development, and training needs for ARPA-H
- FOIA requests and records management tracking
- Bachelor's degree
- Minimum of 7 years of experience supporting Human Resources programs in a Government Program Office, preferably in an R&D Government Agency
- Experience with tracking multiple activities and taskers in a Government Program Office
- Experience in Government personnel management
- Experience in managing personnel onboarding and offboarding duties in a Government Program Office
- Experience in federal government personnel regulations and two years or more experience in support of Federal Healthcare and/or R&D government agencies
- Excellent communication and collaboration skills
- Ability to work independently and as part of a team
- Proficient in Microsoft Office Suite
- U.S. citizenship or lawful permanent residency is required per contract

The Advanced Research Projects Agency for Health (ARPA-H) is a new agency within the Department of Health and Human Services (HHS) focused on accelerating breakthroughs in health. ARPA-H operates with a high degree of flexibility and agility to support high-risk, high-reward research programs that have the potential to transform human health.
The Human Resources Specialist will work under ARPA-H's People Experience Division (PDX) playing a critical role in ARPA-H's mission by providing comprehensive HR functional and operational support to Program Managers and the broader agency. In this role, you will support performance management, training and development, employee engagement, and overall workforce management activities including the coordination of recruitment, hiring and onboarding activities.

The ideal candidate must work effectively with a diverse team of ARPA-H staff, including Program Managers, scientists, engineers, and administrative professionals and maintain strong relationships with external partners, including performers and grant recipients (research teams), contractors, and other government agencies.
Salary Range: $60,000 - $120,000
