      POP Development is one of the largest providers of affordable housing in Brooklyn & Queens and housing development arm of Catholic Charities Brooklyn and Queens. POP Development transforms vacant lands and buildings into affordable housing. Through new construction and financial repositions of existing buildings, POP Development provides critical housing and supportive services to our most vulnerable populations. To date POP Development has transformed 4,330 Units into housing for low-income seniors, families, and formerly homeless individuals. POP Development provides high quality housing that responds to the needs of low-income seniors, families and supportive populations. POP Development monitors trends and implements best practices including aging in place and sustainability measures to ensure our properties are prepared to meet the current needs and challenges.

      STATEMENT OF THE JOB

      The Asset Manager will oversee and optimize the performance of Catholic Charities Progress of Peoples Development Corporation’s affordable housing portfolio through comprehensive financial review, budget and capital approvals, and facilitate close working relationships with CCPOPD’s community, debt and equity partners and the US Department of Housing and Urban Development (HUD) to ensure optimum property performance and high-quality affordable housing experience. The Asset Manager will develop the process to establish property goals and outcomes and then measure progress against those metrics. The position will require collaboration with the organization’s internal Management Teams, Catholic Charities Progress of Peoples Management Corporation and Fiscal Department to strategize on proactive courses of action to monitor the fiscal and physical health of the housing portfolio. Perform clerical functions including data entry, filing, answering phones and distributing mail.

      • Provide strategic direction with the goal of achieving NOI’s projections and keeping the assets in-compliance with the respective local agencies, applicable regulations, and stakeholders.
      • Coordinate asset management functionality at the interface with POPM’s property management, development, and finance teams to ensure timely task completion.
      • Create the structure for, build capacity of, and manage the hiring of POPM’s asset management team.
      • Conduct quarterly income, expense analyses, and provide quarterly reports on the performance of POP’s existing portfolio to the SVPs of POPM & POPD
      • Analyze and report project underwritings to actual performance (income, expense, NOI, etc.); review annual budgets as prepared by property management; present annual budgets to subsidiary boards for approval; track cash flow and deferred developer fees.
      • Prepare and analyze annual income & expense reporting to identify trends. Analyze and track performance metrics that quantify the physical and financial health of the portfolio for use in monitoring and reporting to Senior Management and internal Boards as required.
      • Ensure portfolio compliance with regulatory agreements and local laws (building code, fire code, energy code)
      • Ensure timely submission and response of all compliance reporting (investor, city, state, and federal) as required.
      • Lead transition to property management for development projects, including setting up properties in RealPage, finalizing operating budgets, establishing building utility accounts, and locking in permanent insurance.
      • Ensure portfolio meets and when possible, exceeds New York City’s Climate Mobilization Act sustainability targets.

      QUALIFICATIONS:

      • Master’s Degree with focus in real estate, finance, accounting or other related-field preferred; BA with an additional 5 years administrative/fiscal experience considered.
      • Minimum of 5 years of commensurate experience in affordable housing asset management. Financial analysis and property management experience a plus.
      • Experience working with HUD, LIHTC S42 rules, REAC/OCAF, audits, and leading budget process.
      • Ability to respond to 24-hour emergency by phone.
      • Ability to work flexible hours (evenings/weekends and holiday coverage) as needed.
