Job Description

- Guides applicants through the planning and zoning application process; reviews and evaluates planning and zoning applications for compliance with the zoning ordinance, city code and comprehensive plan; reviews, evaluates, and approves building development plans for compliance with conditions of approval and ordinance requirements.
- Maintains a working understanding of the City’s Comprehensive Plan, Zoning and Subdivision ordinances and other City codes and assists the Community Development Department with implementation and enforcement as required by the Community Development Coordinator.
- Assists members of the public via phone and in person. Answers general questions, and provides forms and maps. Provides general planning information including zoning classification, flood plain determination, and setback requirements.
- Collects, reviews, and administers applications for Rezoning, Conditional Use Permits, Sign Permits, Variances, Preliminary Plat and Final Plat, and Permits; identifies elements that may require further review by the Building Official or other Department staff; and prepares staff reports for review by Community Development Coordinator.
- Advises builders, developers, architects, engineers, surveyors and property owners on ordinance and code requirements and enforcement procedures. Provides technical assistance when needed.
- Investigates complaints and makes routine inspections to determine compliance with Property Maintenance Codes, Zoning Code, Sump Pump ordinances, Shoreline and Floodplain Management practices, and other applicable laws and ordinances. Reports findings and takes steps to obtain compliance (e.g. information letter, warning, citation/administrative, and/or court appearance as necessary).
- Assists in the prosecution of violators of regulations. Prepares documentation for cases requiring legal action; appeals and attends proceedings as necessary.
- Writes routine abatements requests for City Manager. Procures contractors to perform abatement procedures as authorized by the City Manager or directed by City Council.
- Drafts and assembles supporting documents for Planning Commission and City Council. Attends City Council and Planning Commission meetings as needed and directed by the Community Development Coordinator.
- Drafts and assembles Planning & Zoning related reports.
- Prepares, assembles and distributes meeting agenda packets, public hearing notices, maintains files and other administrative support functions as needed.
- Performs various other tasks and duties as assigned.
- Bachelor’s degree with coursework in urban design and planning. Other degrees and coursework in public administration, landscape architecture, GIS, or a related field will be considered;
- Must possess a valid driver's license or have the ability to obtain one prior to employment.
- Familiarity and/or experience with GIS systems.
Performs a variety of technically specialized administrative planning & zoning while supporting the general operations of the Community Development Department. Work is performed under the supervision of the Community Development Coordinator.
Four or more years of experience performing planning & zoning administration, permit reviews, and/or inspections.
