JOB DESCRIPTION :
Sehlke Consulting is currently seeking qualified candidates to provide support to the Budget Branch of the Navy’ Bureau of Medicine and Surgery (BUMED) Headquarters. Specifically, candidates will support BUMED operations through tasks and analysis regarding budget, the Planning, Programming, and Budget Execution (PPBE) processes. The ideal candidate will should have experience with conducting analysis for a Civilian Personnel (CIVPERS) profile, Program Objective Memorandum (POM) development, or tracking the execution of funding. Experience with the Navy’s Program and Budget Information System (PBIS), Work Year Personnel Costs System (WYPC), STARS-FL, Defense Civilian Personnel Database System (DCPDS), SLDCADA, Defense Civilian Payroll System (DCPS), GFEBS, Navy ERP, and EFD (or similar systems) are preferred. Candidates should expect to support the BUMED Budget Branch performing the following tasks:
• Provide Planning Programming Budget and Execution Support
• Direct experience issuing FADs via Program and Budget Information System (PBIS)
• Budget Estimate Submissions (BES)
• Tracking of budget execution data
• Preparing management reports to display budget execution data
• Assisting in preparing budget exhibits
• Providing analytical expertise to support the DoD’s decision-making capability
• National Defense Authorization Act certification documents and budgets and program documents such as O&M/budgeting, execution, and spend plans.
• Adaptable and possesses the ability to work independently
• Providing analysis on ad-hoc reports using Microsoft Excel to clean data and produce pivot tables
CLEARANCE REQUIREMENTS : SECRET
EDUCATION REQUIREMENTS :
Mandatory: A Bachelor’s Degree (at a minimum), or master’s degree in a business-related field such as, but not limited to: Public Finance, Business Management, Information Systems, Accounting, or Finance.
Waiverable/Substitutable: A degree may be substituted with additional years of relevant work experience or certification.
CERTIFICATION REQUIREMENTS :
Mandatory: None
Waiverable/Substitutable: Preferred: Certified Defense Financial Management (CDFM), Certified Government Financial Management (CGFM), Microsoft Excel Certified, Robotic Process Automation (RPA) Certified
EXPERIENCE REQUIREMENTS: The ideal candidate will possess a minimum of 5 years’ experience. Candidate who recently graduated college and do not possess 5 years’ experience will be considered and are encouraged to apply.
