      This posting will be used to fill one (1) permanent, full-time position. The position is classified and is represented by a union.

      What you will do!

      This position is part of the Oregon Health Authority’s Coordinated Care Organization (CCO) Operations team. A coordinated care organization is a network of all types of health care providers (physical health care, addictions and mental health care and dental care providers) who work together in their local communities to serve people who receive health care coverage under the Oregon Health Plan (Medicaid). Today, there are 16 CCOs operating in communities around Oregon.

      This position is responsible to provide program assistance to the Coordinated/Managed Care programs established by the Authority and federal/state/legislative mandates including healthcare reform which impacts our eligible Oregonians to access health care that is Better Heath, Better Care, and Reduced Cost.

      This position is responsible to assist with the establishment and monitoring of program strategies, goals, program priorities. Including the design, development, implementation, monitoring, evaluations and maintenance of Title XIX (Medicaid) and Title XXI (CHIP) operational policies and procedures as they relate to the managed care process, and working to support the managed care organizations as they develop and implement new processes.

      The program scope of this position includes but is not limited to: reporting mechanisms affecting health care services to OHA Coordinated/Managed Care Organization members and providers to assure program and operational strategies are effective and in compliance. This will be accomplished by taking a holistic view of issues impacting the Coordinated/Managed Care Organizations and participating in the facilitation of cross functional resolutions that support a strategic and effective Agency.

      WHAT WE ARE LOOKING FOR:

      Minimum Qualifications

      Any combination of experience or education equivalent to five years of experience coordinating or administering a program.

      NOTE:

      A degree in Business or Public Administration, Behavioral or Social Sciences, or a degree related to the agency program will substitute for some required experience:

      • An Associate’s Degree is equal to 18 months of experience.
      • A Bachelor's Degree is equal to three years of experience.
      • A Master’s Degree is equal to four years of experience.
      • A Doctorate Degree is equal to five years of experience.

      Desired Attributes

      • Evidence of ongoing development of personal cultural awareness and humility, and knowledge of social determinants of health and their impacts on health outcomes.
      • Experience supporting the implementation of policies, projects and programs at the community, state, and/or national level that advance health equity, address systemic health disparities, and elevate the voice of community and those with lived experience.
      • Experience factoring in the perspectives of diverse populations most harmed by social injustice and inequities including communities of color, immigrant groups, the disability and neurodivergent communities, veterans, older adults, individuals identifying as LGBTQIA+ and other communities that have been traditionally marginalized.
      • Knowledge of federal requirements, state rules and program requirements for the Oregon Medicaid Program.
      • Knowledge of Oregon Administrative Rules and Oregon Revised Statutes, other applicable regulations, and program requirements.
      • Specific knowledge of health services delivery systems; government health benefit programs, particularly the Oregon Health Plan/ Medicaid administration in Oregon; and client rights related to those programs.
      • Experience in working with Coordinated Care Organizations or other managed care entities, especially as it relates to equitable access to supports and services.
      • Knowledge of policies, process, and procedures related to managed care services, enrollment, and eligibility.
      • Ability to explain and offer expert level technical assistance on rules, policy, and procedures.
      • Knowledge with Auditing procedures.
      • Experience developing and providing planning tools, documents, data, and meeting coordination to facilitate collaboration and decision-making.
      • Ability to demonstrate advanced Microsoft Excel, Word, Outlook, and use of collaboration tools such as Microsoft Teams, and SharePoint.
