      POSITION DESCRIPTION: Administer the District Construction Engineering and Inspection (CEI) program in accordance with policies, procedures and rules of the Florida Department of Transportation. Coordinates the preparation of Supplemental Agreements, Amendments, Change Orders and Time Extensions requested by consultants to cover unforeseen problems during construction of a project. Coordinates funds approval of necessary modifications to the CEI contract. Evaluates requests with operations center personnel to confirm need and scope of additional services. Incumbent has a Purchasing Card which allows a single purchasing exceeding the threshold amount of $20,000 provided for in s. 287.017 for Category One. Incumbent has financial disclosure responsibility in accordance with Chapter 112.3145, Florida Statutes.

      Assists in the procurement of consultant services. This includes the development of the consultant CEI work program, preparation of Scopes of Services and preparation of Cost Estimates.

      Performs and acts as a Project Manager on some District Construction General Assigned Contracts. Issues work orders, reviews funding, audits work orders and processes payment. Consults with appropriate staff to resolve issues related to these contracts.

      Develops and maintains tracking systems for consultant contracts, invoicing, performance evaluations, split year encumbrance and pending contract changes. Consults with operations centers to ensure compliance with statutory and procedural requirements.

      Monitors CEI contract invoices for status of remaining funds in contract and performance evaluation submittals. Investigates and assists operations centers in resolving problems associated with invoice payment.

      Provides advice and assistance concerning questions and disputes which may arise in regard to CEI Consultants contracts. Collect, evaluate and analyze data to address issues.

      Maintains files for consultant CEI contracts. Assists with project closeouts.

      KNOWLEDGE, SKILLS AND ABILITIES: KNOWLEDGE OF METHODS OF COMPILING, ORGANIZING AND ANALYZING ENGINEERING DATA; ABILITY TO PROCESSALL DOCUMENTS RELATED TO THE ADMINISTRATION OF CEI CONTRACTS; SKILLED IN REVIEWING DATA FOR COMPLETENESS AND COMPLIANCE WITH APPLICABLE RULES AND PROCEDURES; ABILITY TO COMMUNICATE EFFECTIVELY BOTH VERBALLY AND IN WRITING WITH CONSULTANTS ON MAJOR ENGINEERING ISSUES; ABILITY TO PLAN, ORGANIZE, AND COORDINATE MULTIPLE WORK ASSIGNMENTS TO ENSURE PROPER COMPLETION; ABILITY TO OPERATE INDEPENDENTLY AND TO MAKE DECISIONS; KNOWLEDGE OF COMPUTER APPLICATION SUCH AS WORD PROCESSING, SPREADSHEET, DATABASE, OR MAINFRAME PROGRAMS; KNOWLEDGE OF PROBLEM-SOLVINGTECHNIQUES; ABILITY TO ESTABLISH AND MAINTAIN EFFECTIVE WORKING RELATIONSHIPS WITH OTHERS; ABILITY TO ANALYZE AND INTERPRET ENGINEERING DATA.

      OTHER JOB RELATED REQUIREMENTS: May be required to respond before, during and following emergency situations.

      MINIMUM QUALIFICATIONS: A high school diploma or its equivalent; 2 years’ experience in a related field can substitute for the high school diploma or equivalency.

      A Competitive Area Differential (CAD) additive in the amount of $478.40 will be added to the annual salary.
