Provide architecture and analysis of a highly complex system of systems through functional systems analysis, design, and integration
Be the primary author and lead for all Operational Medicine systems engineering documents and artifacts, ensuring that all deliverables are timely and of the highest quality and in accordance with LPDH, DHMSM, and JOMIS standards
Own, manage, and drive the execution of all systems engineering processes with the OpMed system and projects in coordination with DHMSM, JOMIS, and LPDH
Transition the Operational Medicine system, projects, and processes from paper-based traditional systems engineering and integration to model-based systems engineering in coordination with the larger LPDH, JOMIS, and DHMSM initiatives
Advise on system integration support using formal specifications, data flow diagrams, and other accepted design techniques. Estimate system capability improvement or enhancement costs and schedule
Review existing system components and assist in making refinements, reducing operating time, and improving current techniques
Maximize utility of the entire system, making informed recommendations that balance custom integration, reuse of COTS functionality, sustainability, and target functionality
Review current status of system applications and prepare recommendations for systems improvements and/or innovation
Develop plans and requirements for complex systems related to information systems architecture, networking, telecommunications, automation, communications protocols, risk management/electronic analysis, software, lifecycle management, software development methodologies, and modeling and simulation
Perform functional allocation to identify required tasks and their interrelationships. Identify resources required for each task
Review existing processes and procedures for improvements and provide recommendations to LPDH and DHMSM leadership for execution. Support the implementation of these process and procedure improvements
Regular briefings to and communication with GS-14 and GS-15 level government customers.
Monitor industry trends and directions; develop and present substantive technical recommendations to team for efficient reporting and leveraging areas of opportunity
Create an inspiring team environment with an open communication culture
Set clear goals, delegate tasks and set deadlines as necessary
US Citizen with EXISTING ADP2/IT2 Public Trust (or higher) clearance. Federal Government requirement
BS in Computer Science or Systems Engineering or related field with MS preferred
5+ years of experience in Health IT including demonstrated experience designing and implementing complex IT solutions in a large-scale enterprise
10+ years of experience as a systems engineer in large-scale IT systems and COTS integration and data-intensive, transactional systems across all phases of the system development lifecycle, from concept development through operations and sustainment
5+ years of progressive proven work experience as a team leader or supervisor in systems engineering
Familiarity with DoD Configuration Management and Systems Engineering methodologies
Knowledge of Virtual Machine Architectures (VMWare, Hyper-V)
Experience of managing diverse teams of varying skills and backgrounds
Proven Experience designing complex systems of systems
Ability to think outside the box to solve complex problems
Customer engagement experience, ability to present complex solutions clearly to business customers in simple clear terms
Proven ability to assess and evaluate developed work for technical completeness, perform reviews and assessments
Ability to make touch technical decisions and drive technical teams to meet schedule and vision of solution within defined time frames
Demonstrated expertise in systems engineering, including requirements analysis and system architecture design
Demonstrated experience in practical application of lifecycle engineering for IT infrastructure
Demonstrated experience designing and modernizing complex enterprise networks and legacy IT systems
Demonstrated experience applying System Engineering Lifecycle (SELC) processes and best practices
Project management experience working with Work Breakdown Structure (WBS), IMS, and work authorizations
Understanding of cost and schedule development as well as controls to conduct root cause analysis and identify corrective actions
Experience with baseline change control processes
Demonstrated exceptional oral and written communication skills
Ability to communicate with internal and external executive leadership regarding matters of significant importance to the organization/project
5+ years of experience with HL7, FHIR
Experience with EHR system interface (HL7, FHIR, HTTP, MLLP) design, configuration, implementation, and operation
Prior experience designing or developing custom interfaces and data processing solutions in Mirth/Rhapsody for HL7, file-based, and FHIR-based exchanges
Prior direct experience with Defense Health Agency, Department of Veterans Affairs, DHMS PEO, or other government agency in a health IT role
Prior health informatics experience
PMP
Oracle DBMS or MS SQL server DBA, DBMS, or developer experience
Javascript, Python, Java development experience
Prior experience with Theater Medical Systems (AHLTA-T/TC2), TMDS desired
Experience designing, developing, deploying, and sustaining combat or combat support systems or other forward-deployed (out of data center, austere conditions) systems
Experience troubleshooting deployed IT systems, including databases
Experience interpreting and decomposing requirements
Experience with technical road mapping, to include deployment planning
Experience with software development methodologies, including testing
Experience with DoD Cybersecurity implementations
Specific experience with Cerner solutions
Specific experience with Dentrix Enterprise
Experience with cross-platform medical and/or dental record integration or transition
The DHMSM Operational Medicine (OpMed) Chief Systems Engineer will provide technical direction regarding the architecture and design of the operational medicine capability of MHS GENESIS. The Chief Systems Engineer will serve as the lead for the systems engineering processes and deliverables related to the design, development, testing, integration, deployment, operations, sustainment, and enhancement of new and existing features and capabilities. The Chief Systems Engineer will coordinate across all technical specialties of the DHMSM Program to ensure maximal reuse of existing capabilities and design patterns. Where appropriate, the Chief Systems Engineer will lead or perform feasibility assessments, trade studies, and proofs of concept to explore the viable solution space and make recommendations to leadership on the best path forward. The Chief Systems Engineer will continually assess the system and make recommendations to leadership for optimizations and improvements to the architecture and system to minimize the burdens placed on operational users, both clinical and technical. The Chief Systems Engineer will also be responsible for assessing system performance across technical, operational, and administrative processes and presenting system analyses to inform design, implementation, and deployment.

Pay Range:
Pay Range $122,200.00 - $220,900.00The Leidos pay range for this job level is a general guideline only and not a guarantee of compensation or salary.
