Job Description

- Review and evaluate all CIP applications, analyzing scope of project, cost estimates and time line projections to determine if request support City goals and meet CIP policy criteria and guidelines.
- Evaluate personnel requirements for projects and assess the city’s ability to provide or the need to outsource.
- Prepare five-year CIP documents for funding and prioritization.
- Recommend approval for proposed CIP funding to City Administration and make presentations of project request to various boards and commissions.
- Review plans, specifications and construction cost estimates and meet with consultants to negotiate terms and conditions of contracts.
- Assemble and review bid documents and work with Procurement in the bidding process, coordinating efforts to streamline work processes and decrease turnaround times.
- Establish design and construction schedules to define the development process of each project to ensure the project progresses on schedule.
- Ensure projects stay within prescribed budget and payments are made timely; review pay request and submit to Accounts Payable timely.
- Interview and thoroughly review firm qualifications and participate in selection and fee negotiation.
- Manage consultant contracts to ensure adherence to scope, resolution of design conflicts, and adherence to budget constraints; accept or reject work performed under contract and negotiate changes as required.
- Inspect project sites as needed to stay informed of developing problems and to assist project managers with sensitive or time-critical decisions. Monitor and approve construction activities such as change orders and pay estimates.
- Review status reports prepared by project staff and prepare project activity reports for executive staff review.
- Communicate CIP policy and provide instructional packets to be used by departments submitting fiscal year funding requests.
- Develop, maintain and improve CIP management policies and procedures to facilitate continuous improvement.
- Must be punctual and timely in meeting all job performance requirements, including but not limited to, attendance and tardiness standards and work deadlines.
- Perform related tasks as required.
- Knowledge of principles and practices of construction management, project management, architectural designs, civil engineering, or public administration.
- Knowledge of project development, scheduling, monitoring, and control systems.
- Ability to devise detailed procedures and methodology on CIP planning and infrastructure replacement.
- Skill in negotiating effectively with consultants, contractors, the public, and other City personnel.
- Skill in communicating in writing and/or in person on a one-on-one basis and before groups for the purpose of influencing, motivating and convincing.
- Skill in using desktop computer, word, excel, Google Docs.
- Ability to work effectively with consultants, contractors and city staff, and to supervise and coordinate their work.
- Ability to effectively schedule design and construction projects and administer contracts to meet deadlines.
- Ability to handle multiple projects and priorities.
- Ability to work independently and to plan and organize projects.
- Ability to prepare written reports, contract documentation, records of activities and correspondence.
- Physical ability to perform essential job duties.
GENERAL DEFINITION OF WORK :
Under general direction, manage, develop and coordinate CIP activities to promote consistency and unification of the City’s capital projects. Direct and oversee all capital projects including program design and coordination, budget review and approval, and contract negotiation. Serve as principal liaison regarding CIP projects with City departments and executive staff.

KNOWLEDGE, SKILLS AND ABILITIES :
EDUCATION AND EXPERIENCE : College degree in Contract Management, Project Management, Architecture, Civil Engineering or related field and 5 years of progressively more responsible experience that includes project management experience or any combination of education, training, and experience providing the knowledge, skills, and abilities necessary to perform essential job functions.
WORKING CONDITIONS : Majority of work takes place in an office environment. Some outside work is required to perform site inspections. Work is not considered inherently dangerous, but care must be taken when inspecting project sites. Occasionally required to walk over uneven surfaces, stoop, or climb over fences and in and out of ditches. Some travel may be required to attend meetings and conferences.
SPECIAL REQUIREMENTS: Valid Driver’s License. Professional Registration.
