      Who we are

      The Juvenile and Family Court Programs Division (JFCPD) is within the Office of the State Court Administrator (OSCA) at the Oregon Judicial Department (OJD). JFCPD develops, implements, and evaluates juvenile and family court programs for statewide application in the courts and use by the public and government partners. JFCPD manages the Citizen Review Board (CRB), Juvenile Court Improvement Program, Family Dependency Treatment Court Program, Juvenile Delinquency Program, Domestic Relations Mediation Program, and Violence Against Women Act Grant Program.

      CRB is Oregon’s foster care review program. This statewide program conducts federally required case reviews of the children in foster care. The reviews are conducted by boards composed of volunteers who are appointed by the Chief Justice of the Oregon Supreme Court. Currently, there are 58 boards in 33 of Oregon’s 36 counties and approximately 250 volunteers serving on them. Each board can have up to five members and two alternate members. CRB has a dual legislative purpose: 1) To review the case plans of children in foster care to ensure the placements and services are appropriate and timely; and 2) To advocate for effective policies, procedures, and laws in the child welfare system.

      This position will organize, advise, and manage six citizen review boards in Douglas, Coos, and Curry counties.       Benefits to you

      • The annual salary for this position is $69,185 - $107,329.

      Position Highlights

      We are hiring a Citizen Review Board (CRB) Field Manager (CRB Coordinator). In this role, you will manage and provide professional support to local and/or regional CRBs. This includes facilitating CRB reviews where participants can appear remotely or in-person. You will prepare reports of the Boards’ findings and recommendations; and recruit, train, advise, and supervise volunteer board members. You will participate in development and implementation of program goals, policies, and operating procedures. You will analyze systems, statistical data, and other information to recommend changes to policies, procedures, and laws regarding the foster care system to CRB management.

      You will lead at the local level to promote community involvement in permanent planning for children and educate local citizens about child abuse and neglect issues. You will speak to local and regional groups, and interact with diverse and, sometimes, adversarial parties. You will serve as a liaison between CRB and stakeholder agencies and programs in your assigned counties and represent CRB on local child welfare and juvenile court improvement groups.

      Assigned tasks may be changed to accommodate workload and organizational needs.

      Minimum Qualifications

      The qualified candidate must have a bachelor’s degree in public or business administration, behavioral sciences, social services, criminal justice, criminology, sociology, psychology, public health, or a related field

      AND

      Four years of professional work in public administration, social services, social work, mediation, or a related field.

      OR

      Any combination of education and experience equivalent to eight years of experience that typically supports the knowledge, skills, and abilities for the position.

      You must have a valid driver's license and an acceptable driving record or be able to provide an acceptable alternative means of transportation.

      Requested Skills and Attributes

      • Knowledge of Oregon's child welfare and juvenile court systems.

      • Experience facilitating groups with diverse membership.

      • Experience recruiting, training, and managing volunteers.

      • Skill communicating with a variety of stakeholders, parties, or interested persons about confidential, sensitive, or controversial topics or information.

      • Experience dismantling barriers to access to justice for members of our communities who may be at risk, underrepresented, or historically marginalized.

      • Skill writing detailed reports under deadlines despite frequent interruption.

      • Proficiency using a computer to perform technical or skilled computer work.

      Working Conditions

      • This is a full-time, permanent position, and the work schedule is 8:00 a.m. to 5:00 p.m. Monday through Friday. This position is FLSA-exempt and ineligible for overtime compensation for hours worked in excess of 40 per work week.

      • Outside of reviews, meetings, and other events, this position is entirely remote. A home office with reliable high-speed internet service is required. A home office in one of the position’s assigned counties (Coos, Curry, or Douglas County) is preferred. OJD will provide a laptop and bag, monitors, printer, keyboard, mouse, webcam, and cell phone.

      • Occasional after-hours work may be required.

      • Frequent in-state and overnight travel is required. Travel in inclement weather may be required.

      • Maintains daily professional working relationships with partner agencies.

      • Frequent phone and in-person contact with people from diverse backgrounds or cultures and with people who may be hostile, violent, facing challenging life circumstances, highly stressful situations, or a variety of emotional, psychological, and behavioral health issues.

      • Requires planning, organizing, and prioritizing work in a limited time frame.

      • Long periods of sitting or standing at a computer.

      • Administrative reviews are conducted under strict time constraints and without formal security systems in place. Field managers must make judgments regarding all facets of the review in physical settings outside the control of the OJD and without opportunity for peer consultation or immediate supervisory input.

      • Must be familiar, experienced, and comfortable with using a full array of current technology tools and office software programs for accessing and performing work and research, and for communications on and off the worksite.
