Experience in planning, design, or construction of highway or transportation projects (e.g., roads, bridges, tunnels) in accordance with engineering design and construction standards, principles and methods; AND

Experience consulting with others, developing alternatives and assisting in resolving engineering issues or conflicts that arise.

Civil Engineer - Knowledge of the concepts, principles, theories, and methods required to plan, design, construct, operate, and maintain facilities such as buildings, transportation systems, water and sanitary systems, and other public works systems.

Technical Competence - Uses knowledge that is acquired through formal training or extensive on-the-job experience to perform one's job; works with, understands, and evaluates technical information related to the job; advises others on technical issues.

Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing presentations; listens to others, attends to nonverbal cues, and responds appropriately.

This position serves as a Civil Engineer that is responsible for managing and promoting assigned Federal highway programs within the State, or as a shared resource in multiple states providing engineering stewardship and oversight at various junctures of project and program delivery of highway infrastructure projects. Working on a broad range of engineering activities associated with the design, construction and maintenance of highways and highway related facilities.

You cannot qualify on education at the GS-13 level; you must have experience.
