      Job Description:

      Reporting to Manager Analytics Services Unit within Water Infrastructure Management, the Civil Engineering Technologist will be responsible for assisting Engineers and Senior Engineers in GIS database development and maintenance for water networks; database development and maintenance of watermain models; and, analysis of water systems including hydraulic modeling results. Also, participates in risk assessment and management for the City’s water infrastructure.

      Major Responsibilities

      • Receives and interprets information related to the maintenance or operations of watermains and sewers; and completes analysis of water and sewer systems to support operations and planning.
      • Makes recommendations to management on risk assessment, oversight and operations of Toronto Water's infrastructure based on analysis of data
      • Performs and/or reviews engineering design and documents using software, such as Computer Assistant Design and Drawing (CADD)/GIS/DCAD) for the preparationand planning of infrastructure projects and related engineering mapping.
      • Maintains, updates, retrieves/analyzes/summarizes or performs qualitative review QC of data from various data systems using various tools, technologies and equipment, including the application of hydraulic modelling.
      • Conducts field investigations, studies, assessments, and evaluations of asset conditions for a variety of proposals, programs, and projects pertaining to water, wastewater and stormwater infrastructure.
      • Coordinates, monitors, tracks, the transfer of engineering and related data required by engineering consultants hired on behalf of the City of Toronto in preparation of the Capital Works Program and Special projects.
      • Prepares and checks engineering drawings (e.g. Digital Terrain Model, plans, alignments, cross sections and profiles), supporting field notes, research materials, digital and hard copy input diagrams, and water information (e.g. size, types of water/sewer main material, location of assets, records of alteration, etc.) stored in GIS format like TWAG or DCAD.
      • Performs a variety of activities, including operational and technical support, relating to the planning, design, tendering, construction and inspection of municipal infrastructure e.g. determines needs, budget, project scope etc.
      • Administers, tracks and monitors storage of various documents including CADD drawings, hard copy engineering plans, and scanned documents using a document management system.
      • Administers, coordinates the collection, analysis and updating of data, including field monitoring data, watermain and sewer hydrologic/hydraulic models within work management systems and GIS and from various internal and external data sources.
      • Troubleshoots and resolves design related issues.
      • Conducts field inspections and evaluates site analysis data.
      • Participates in the development of various technical standards and specifications for municipal infrastructure design and construction projects.
      • Researches and prepares recommendations for software and system developments and /or enhancements.
      • Assists with/prepares or reviews documents such as Form of Tenders; REOI; RFP; RFQ’s, MOE approvals etc. Reviews tender bids and attends Bid Committee meetings.
      • Prepares reports, plans, detailed specifications in support of planning issues including the preparation of the feasibility designs and preliminary estimates requested by internal stakeholders for various assignments.
      • Administers and ensures contracts are carried out in accordance with City standards, specifications and procedures; prepares progress certificates as necessary.
      • Assists with the preparation of budget and tracking of expenditures.
      • Responds to inquiries from the public, surveyors, consultants, architects, contractors, utility companies, Councillors, City divisions and other internal and external stakeholders.
      • Reviews and responds to consultant/contractor work or submissions for completeness, accuracy, design criteria and conformity to City standards.
      • Analyzes data, performs calculations and makes recommendations.
      • Trains, instructs, mentors and/or assists other staff.
      • Leads projects and directs staff on projects.
      • Prepares training course materials and conducts training courses and demonstrations.
      • Prepares general correspondence and technical reports as required
      • Coordinates sign off approvals from various management levels and government bodies.
      • Represents the division on internal/external committees and at community and public forums.

      Key Qualifications:

      Your application must describe your qualifications as they relate to:

      1. Post-Secondary education in Civil Engineering Technology Program or approved equivalent combination of demonstrated education and experience.
      2. Considerable experience in the maintenance and operation, design, contract administration and/or construction of municipal water distribution, wastewater collection and stormwater management infrastructure.
      3. Extensive working experience with computer application software such as Microsoft Office Suite (Word, Excel, Access, PowerPoint etc.) or equivalent, CADD (e.g. MicroStation), GIS (e.g. ArcMap, ArcGIS Pro, QGIS, etc.) and watermain hydraulic modeling.
      4. Considerable experience in the analysis of water modelling results (e.g. fire flow analysis, steady state or Extended Period Simulations) and preparation of data files, data summaries and generation of graphical summaries.

      You must also have:

      • Advanced understanding in the principles and application of Civil Engineering theories, methods and practices related to hydrology, hydraulics, storm water management, water supply and distribution, water efficiency/conservation, collection of infrastructure rating data (e.g. CCTV), and flow monitoring.
      • Practical knowledge of the collection of meteorological data, flow and water quality monitoring data from open channels, sewers and water distribution networks; and, flow monitoring/performance data for water efficiency/conservation measures.
      • Must possess and be able to maintain a valid Province of Ontario Class "G" Driver's License.
      • Demonstrated ability to read and interpret digital or hard copy engineering drawings and documents (e.g. as-built plans, engineering surveys and contract specifications).
      • Practical knowledge of databases, SQL, and queries.
      • Demonstrated ability to perform manual and computerized mathematical calculations used in engineering analysis.
      • Practical knowledge of Purchasing and Procurement Procedures and practices.
      • Demonstrated ability to participate in and operate as a fully accountable member of a multidisciplinary work team.
      • Demonstrated analytical and problem solving skills and ability to communicate both orally and in writing and develop solid internal and external work relationships.
      • Knowledge/understanding of all relevant regulations, statues, standards, and practices related to the Major Responsibilities of the position for example, the Occupational Health & Safety Act, Environmental assessment Act, MOE's Procedure F5-5 and Stormwater BMP Manual, Ontario Water Resources Act, Environmental Protection Act, Federal Fisheries Act, Source Water Protection Act, and Safe Drinking Water Act, is an asset.
      • Ability to attend public meetings outside of normal business hours.
      • Demonstrated ability to provide work direction, and review the work of other staff and Engineering Consultants.
      • Ability to plan, prioritize, organize and work with minimal supervision.
