Job Description

- Respond to assigned calls for service involving traffic problems, parking issues, and other traffic concerns.
- Conduct preliminary and follow-up investigations of traffic collisions (excluding collisions resulting in personal injury).
- Interview persons having potential knowledge or information concerning investigations being conducted.
- Collect, package, and preserve physical evidence and found property of investigations. Prepare written reports and field notes of investigations.
- Testify in court concerning investigations.
- Provide traffic control at the scene of fires, disorders, demonstrations, natural disasters, and related incidents to ensure public safety and the efficient delivery of emergency services. Provide traffic management.
- Assist victims of traffic accidents.
- Perform rudimentary first aid as required.
- Perform community service functions, including Community Relations presentations.
- Provide the public with information on ordinances, regulations, and police services.
- Enforce parking control ordinances.
- Valid NC Class C Driver's license or the ability to obtain within 60 days of hire
- Ability to obtain certification as a Civilian Traffic Investigator from the North Carolina Justice Academy.
- Ability to obtain certification to utilize DCI to investigate drivers’ licenses and license plates.
- Acquire knowledge during the probationary period and after formal and in-service training of the following:
- Of civilian traffic investigator practices and methods.
- Of applicable federal, state, and local laws and ordinances.
- Of the geography of the city to include local streets and highways.
- Of the rules, regulations, policies, and procedures of the department.
- In the use of computers and computer software required to perform job functions.
- Deal courteously with the public.
- Analyze situations quickly and objectively, and to formulate and execute appropriate responses.
- React calmly and quickly under emergency or stress situations.
- Obtain information through interviews. To speak and write clearly and effectively.
- The ability to develop skill required by law and policy in the following:
- Traffic control
- Traffic collision investigation
- Defensive driving
- CPR
- Basic and Annual In-Service Training.
- Driver’s training presented by and the North Carolina Justice Academy. Investigation of traffic collisions.
- Traffic direction and control.
- Courtroom testimony, process, and etiquette.
- De-escalation techniques.
- First Aid.
- North Carolina General Statute and Raleigh City Code training as it relates to job functions. Training on the use of computers and software to include, but not limited to:
- DCI
- CAD
- eCrash
- City of Raleigh parking enforcement software
This position is primarily responsible for the investigation of non-injury motor vehicle collisions within the corporate limits of Raleigh.
Work involves responding to calls for vehicle collisions; conducting preliminary and follow-up traffic investigations of collisions that result solely in property damage; traffic control and enforcing ordinances. Employees perform assignments directed by supervisors and the police communications center. Work involves independent judgment, discretion, and initiative in performing assigned duties. Routine assignments are operational, however, may include special projects, specialized assignments, and assignment to other police divisions. Work requires extensive contact with outside agencies and the general public and may be conducted under hazardous situations. Work is reviewed by a supervisor through direct observation of work performance, and through review of written reports.
Associate's Degree in law enforcement, criminal justice or directly related field and two years of related experience.

An equivalent combination of education and experience sufficient to successfully perform the essential duties of the job such as those listed above, unless otherwise subject to any other requirements set forth in law or regulation.
