      A Non-Merit vacancy exists in the Office of Information Technology.

      Non-Merit positions are not classified within the Baltimore County Government Classification and Compensation Plan.

Under general supervision, assists County agencies in maximizing the use of IT Systems in business operations through analysis and understanding of key processes, identifying changes that add business value and assisting in the design, implementation, and support of solutions. Focused on Active Directory, file structures and security, user access rights and support of departmental initiatives.

      EXAMPLES OF ESSENTIAL DUTIES
      • The ability to translate complex technical subjects to non-technical users, assist them in identifying their business needs and then translate these to requirements for Cloud Services engineers to implement. Acts as support liaison for new deployments and for existing technologies to users at all levels up to and including executive leadership and staff.
      • Acts as escalation and management point for service request tickets assigned and escalated to members of the Cloud Services group.
      • Conducts in-depth analysis of County systems provided by Cloud Services team. Works with users to define requirements and resolve problems. Translates client requirements into highly specified system design documents.
      • Troubleshoots advanced issues and performing in-depth analysis of user technical problems.
      • Other duties as assigned.

      Possession of at least an AA Degree from an accredited college or university in Information Technology, Computer Science, Computer Engineering or related field. Will substitute one-year relevant work experience in lieu for every year of education. PLUS
      • At least three (3) years of experience with Enterprise level IT solutions working with the following technologies; Microsoft Windows Operating Systems including Windows 10 and Server 2019+, Microsoft Active Directory, Enterprise file management and security, Cherwell Service Management or similar ticking systems, Computer Networking fundamentals (DHCP, DNS, TCP/IP) while working in a team environment.
      • The ability to communicate clearly with users at all levels including executive and provide clear, reliable and timely responses to their technical problems and needs.
      Knowledge, Skills, and Abilities
      Must have the ability to document ticket resolution, interface with customers and vendors, be able to escalate known issues to senior technical contacts.

      Ideal candidate should have familiarity with
      • Typical network services, VPN, SFTP, exchange online email, mobile email.
      • Enterprise file management and access control security
      • Cyber security standards such as NIST/DISA, etc
      • Microsoft Office Suite 2016+
      • Remote assistance technologies – Bomgar, RDP, etc.
      *Additional relevant experience may be substituted on a year-for-year basis for the required education.

      EXAMINATION PROCEDURE

      Applicants will be qualified based on an evaluation of their training and experience, as stated on their application. Applicants must state the dates and duties of past and present experience clearly and completely for evaluation purposes.Incumbents must be of good moral character and emotionally stable.

      This position works an average scheduled workweek of 34 hours, Monday through Friday. May occasionally require additional hours, which may include weekends, evenings and holidays. Some on call support may be required for ongoing production problems.

      Travel within Baltimore County, and outside of the County for work and training. May be required to use their own vehicle to respond to remote sites for troubleshooting and repair work.

      Employees hired after July 1, 2022 are required to participate in the Baltimore County Employees' Retirement System, with very limited exceptions.

      Employment Background Investigation
      Applicants selected for an appointment to a position in Baltimore County must successfully complete an employment background investigation, including, but not limited to a criminal background, education, and fingerprint check.
