      Basic Eligibility For A Position With The NRO

      Where You Will Work

      The incumbent will support COMM Chief of Staff in a full range of personnel, administrative, logistic, facility, and records management life-cycle while working within a diverse office environment. The incumbent will work collaboratively across the enterprise with key stakeholders and lead all aspects of COMMs facilities and logistic projects. The incumbent will be responsible for COMM Office Space management and logistical service requirements. The incumbent will align contract requirements associated with tasks within COMM.

      The Communications Systems Directorate (COMM) is the largest directorate in the National Reconnaissance Office (NRO) employing more than 4,000 + personnel worldwide. Our teams are responsible for the installation, maintenance, performance, and security of the NRO’s network architecture and information technology (IT) infrastructure. COMM creates and supports products, service, and capabilities that are essential to every NRO mission, business, and enterprise function. Warfighters, Intelligence Community (IC) partners, and key senior decision-makers need overhead intelligence to accomplish their missions. COMM directly enables the collection, transmission, and process of this valuable intelligence.

      What You Will Be Doing

      • Manages daily programmatic functions, interfaces with COMM mission partners across the NRO, and reaches out to operational users to ensure proper program support.
      • Provides extensive coordination and guidance to a wide range of government, military, and contractor personnel on methods, processes, practices, lessons learned and risk mitigation.
      • Develops, maintains and manages updates to program documentation, performing evaluations as required.
      • Develops, prepares and conducts oral and/or written presentations to report monthly analysis of project or program status in order to identify and isolate potential problems. Determines course of action necessary to address deficiencies and recommend remedial action.
      • Participates in the resolution of complex resource allocations; performing in-depth, rigorous analysis of program, technical, and budget trade-offs and explores alternatives.
      • Analyzes information requirements to develop program and administrative reporting systems to include systems specifications; data gathering and analytical techniques; and systems evaluation methodology.
      • Assists in strategic planning and determination of present and future requirements relative to organizational workload requirements; re-engineered business processes and future mission requirements; changes to governing regulations; and problems having a variety of program management impacts on the readiness and sustaining capability of the organization.

      What You Need

      • Comprehensive ability to develop detailed plans, tasks, milestone dates and schedules to ensure proper sequencing of events and tracking of processes and costs throughout the life cycle of the programs/projects.
      • Knowledge of the principles and theories of strategic planning, program assessment, business management and processes aligned organization models.
      • Knowledge of the range of policies, regulations and applicable precedents affecting the use of program and related support resources including knowledge of Ds & Os mission and program goals and objectives, work processes, and administrative operations.
      • Knowledge to develop new or modified work methods, organizational structures, management processes, guidelines and procedures and work processes for the conduct of support functions or program operations.
      • Skill to plan, organize and direct team study work/special projects and to influence management to support and implement recommendations.
      • Excellent interpersonal, organizational, and management skills to conceptualize and effectively lead complex analytic projects with limited supervision; ability to work collegially to find a consensus solution when views differ among agencies, and ability to effectively work independently and within a team or collaborative environment.
      • Master ability to use logic and reasoning to identify he strengths and weaknesses of alternative solutions, conclusions or approaches to problems.
      • NRO Cadre COTR Training: NRO Cadre COTR Training requires certification within 6 months of position’s EOD.

      Desired Qualifications

      • Program Management or technical management expertise is highly desirable (i.e., cost, performance, schedule, and technical reporting) to accomplish the duties and responsibilities of the position.
      • Experience with NRO missions, programs, and management processes.
      • Knowledge of DoD and Intelligence Community (IC) organizations, missions, relevant policies, and processes.

      Qualifying experience may have been acquired in any public or private sector job, but will clearly demonstrate past experience in the application of the particular competencies/knowledge, skills, and abilities necessary to successfully perform and is typically in or directly related to the duties of the position as described above. Experience must be reflected in your resume.

      Other Information

      • Travel Statement: MAY be required to travel in military or commercial aircraft to perform temporary duty assignments.
      • Overtime Statement: MAY be required to work other than normal duty hours, which may include evenings, weekends, and/or holidays.
      • Financial Disclosure: MAY be required to file an OGE Form 450, Confidential Financial Disclosure Report, upon appointment and will be required to file annually.
      • Geographic Mobility Agreement: MAY be subject to directed reassignment as required to address mission effectiveness, and/or career development.
      • Information Assurance (IA): Must achieve the appropriate IA certification within six months of assignment.

      2023 salary range for the Washington, DC area:

      GG-13: $112,015 - $145,617

      **This position is a full performance level DCIPS position. The NRO is accepting applications from U.S. Citizens and current federal government employees for this position. To qualify for the position, federal government employees MUST currently be at the GG-13 grade level and may ONLY apply for a lateral reassignment at their current grade level and step.       Trial Period

      All new DCIPS employees will be required to serve a 2-year trial period.
