    • Develops, implements, and evaluates a comprehensive community school needs assessment at the identified school.
    • Provides leadership for the development of the community school plan, in partnership with school administration, Department of Student Services, and other stakeholders at the identified school.
    • Collects, interprets, and monitors data related to the community school plan.
    • Engages with community partners in training and planning and educates community partners on project responsibilities and procedures for the assigned school.
    • Works collaboratively with school administration to establish and maintain ongoing relationships with community organizations, community members, and businesses to increase their involvement and support for students and their families.
    • Maintains a welcoming environment for families to access school information and resources and welcomes new students and families to the school.
    • Participates in school committees and attends school-based meetings that may include school leadership meetings, community school meetings, collaborative problem-solving committees, and others identified by the principal.
    • Develops events and activities based on topics relevant to student learning and welfare.
    • Participates in professional development related to the Community Schools program at the state and county level. Provides professional development to staff at the identified community school.
    • Identifies resources in the community that address the needs of families within the school community and communicates directly with families about those resources, as needed.
    • Ensures alignment and integration of all programming to the school’s vision and mission.
    • Supports all efforts associated with Community Schools initiatives identified by Carroll County Public Schools, the Maryland State Department of Education, The Blueprint for Maryland’s Future, and the Accountability Implementation Board (AIB)
    • Perform other duties as assigned.
    • Bachelor’s degree in counseling, education, psychology, social work, special education, or related field; Master’s degree preferred.
    • Three (3) years of teaching and/or work experience, preferably in schools/settings where there are higher concentrations of students experiencing economic disadvantage.
    • Eligibility for licensure/certification issued by the Maryland State Department of Education or by the State of Maryland in counseling, clinical psychology, social work, school counseling, education, and/or special education.
    • Ability to establish and maintain cooperative and effective working relationships with children, parents, staff, community agencies and other professionals.
    • Ability to manage many details and mange stressful situations.
    • Ability to work with persons from diverse backgrounds.
    • Ability to provide leadership and stability for school staff for program continuity.
    • Ability to communicate effectively orally and in writing.
    • Ability to lead adult groups; provide training and technical assistance to administrative, instructional, and clerical staff.
    • Ability to monitor, analyze and evaluate program systems and procedures, making and coordinating appropriate changes.
    • Knowledge of Windows and applications such as Word, Excel, and PowerPoint.
    • Ability to write clearly, concisely, and descriptively.
    • Ability to maintain strict confidentiality.
    • Ability to work independently, work a flexible schedule (which may include summer work, evenings, and weekends), and travel throughout Carroll County using personal vehicle.

      JOB SUMMARY
      The Community School Specialist is a school-based position whose primary responsibility is to establish a community school model at the identified school. The Community School Specialist is responsible for completing a comprehensive needs assessment at the assigned school for appropriate wraparound services to enhance the success of all students. The Community School Specialist, in partnership with the school administration, and the Department of Student Services, will develop and implement a plan to apply strategies identified through the needs assessment. This is a grant-funded position in alignment with a school being designated as a Community School per the Blueprint for Maryland’s Future.

      ESSENTIAL JOB FUNCTIONS
