!*!The Department of Unemployment Assistance (DUA) administers the Unemployment Insurance (UI) program which provides temporary income assistance to Massachusetts workers who are unemployed through no fault of their own and who are able to work, available for work and looking for a job.
The Compliance Officer II monitors for compliance purposes, various activities, services and/or functions related to integrity of benefits paid by the Division of Unemployment Assistance through the use of pattern recognition database and Industry intelligence software. Identifies, reviews, and investigates clues and patterns of complex multi-party cases, documents and pertinent information concerning alleged violations of laws, rules and regulations pursuant to M.G.L 151A and 430 CMR. Maintains liaison with assigned agency personnel and-others. Obtains evidence, establishes facts and resolves critical conflicting information concerning intricately involved scenarios and cases of alleged noncompliance with laws, rules and regulations. Conducts investigations and confers with parties; conducts interviews; prepares reports, issues determinations and performs related work as required. Primary program areas include specialized investigations including Fictitious Employers, Organized Fraud, and Stolen Identities. Participates in investigation of allegations that claimants have been employed by one or more employers or have otherwise removed themselves from the labor market.
The incumbent reviews and analyzes advanced queries and ad hoc reports for patterns associated with Unemployment Insurance Fraud and takes appropriate action towards detection and prevention of such activities. Monitors pertinent program areas, various activities, services and/or functions In Benefits and Integrity through analysis, observation, interviews, evaluations and/or conferences to ensure compliance with governing laws, rules, regulations, program goals, etc., and to provide feedback concerning agency programs. Reviews reports, documents, complaints, and pertinent information received from reports, audits, queries, the general public, agency personnel, and other sources concerning alleged violations of laws and regulations in order to determine the appropriateness of the complaint to determine the proper action to be taken and to take that action/or to refer complaints to the appropriate agency.
The Compliance Officer II maintains liaison and makes contact with assigned agency personnel in order to provide information concerning the agency's fraud Initiatives, and encourages compliance with the provisions of laws, rules and regulations in order to exchange information and/or to resolve problems. Prepares reports concerning assigned activities in order to provide requested information and make appropriate recommendations. Makes recommendations concerning changes in policies and procedures governing assigned Benefits and Integrity activities and confers with management staff and other agency personnel to provide information, resolve problems and/or recommend changes in policies and procedures.
SALARY PLACEMENT IS DETERMINED BY YEARS OF EXPERIENCE AND EDUCATION DIRECTLY RELATED TO THE POSITION AND THE HUMAN RESOURCES DIVISION’S RECRUITING GUIDELINES. IN THE CASE OF A PROMOTIONAL OPPORTUNITY, THE SALARY PROVISIONS OF THE APPLICABLE COLLECTIVE BARGAINING AGREEMENT WILL BE UTILIZED FOR PLACEMENT WITHIN THE SALARY RANGE.

Minimum Entrance Requirements: Applicants must have at least (A) three years of full-time, or equivalent part-time, experience in investigatory, law enforcement or regulatory administration work, or (B) and equivalent combination of the required experience and the substitutions below.
Substitutions:
A Bachelor's or higher degree may be substituted for a maximum of two years of the required experience.*
*Education toward such a degree will be prorated on the basis of the proportion of the requirements actually completed.
