      Job Overview
      The Director Construction Bond is responsible for managing and supervising overall bond program construction related efforts for the District. Through management of staff and consultants, ensure that all facilities are constructed and renovated per FBISD standards, governmental authorities, and current federal, state and local laws. The incumbent will manage and oversee staff assigned to the bond construction team, and will provide direction and management oversight of construction activities throughout the execution of all bond related construction and renovation projects for the District.

      Position Description

      Essential Duties and Responsibilities

      • Direct and manage the writing of the IDIQ’s, CSP’s, RFQ’s and RFP’s, assist in the evaluation of the proposed design professionals, general contractors and consultants and administer contracts
      • Lead and coordinate execution of procurement process and construction contract administration and implementation for the overall bond program
      • Oversee and manage the development of the Technical Design Guidelines and administrative procedures for FBISD Design and Construction staff, project design professional and contractors
      • Establish criteria for all phases of general construction. Provide concurrence for selected construction methods on all projects
      • Provide support during the construction phase by assisting Project Managers in the review process to reduce the use of contingency and change orders
      • Verify that the LEED requirements (per USGBC Guidelines) established by the design team and MEP Manager are incorporated into the contract document and implemented during construction
      • Work with FBISD staff and ensure all required third party contracts are in place (such as soils reports, environmental reports, ADA reports, test and balance, building commissioning etc.)
      • Oversee overall program and project construction scheduling, check list, punch list and warranty with Project Managers
      • Supervise the activation process through guidance and coordination with Project Managers and Logistics Specialist to ensure smooth transition for Stakeholders to new and existing facilities
      • Display a high degree of ingenuity when developing new methods and solving problems including the ability to work in a team environment to identify and resolve construction related issues
      • Assist in the development of the capital improvement planning process for design and construction activities, which support the school system’s management plans for both new facilities and renovations of the existing facilities
      • Assist in the preparation of new bond initiatives by exercising due diligence, identifying building issues which require replacement or upgrades, compiling cost estimates and justifications
            Supervisory Responsibilities
            • Guide and manage project staff throughout the construction activities of the bond program and across all project assignments.
            • Supervise the Project Managers in the construction process and provide support during the project construction and warranty phases.
            Qualification Requirements

            • Bachelor's degree in Architecture, Construction Management, Engineering, or a related field
            • Licensed Architect or Professional Engineer with Texas Registration preferred Licensed as a Registered Architect (RA) or (AIA), Professional Engineer (PE), or construction certifications in the State of Texas preferred
            • Project Management Professional Certification (PMP) Project Management Professional or Construction Certifications in the State of Texas preferred
            • Minimum of 8 years of professional experience in the execution and management of design and construction projects, project management, and commissioning of all project phases pertaining to new construction and renovation projects
            • Minimum of 5 years of progressive leadership experience in the construction industry
            • Minimum of 5 years of practical experience with large and complex construction projects
            • Knowledge and understanding of the various project delivery methods such as Competitive Sealed Proposals, Job Order Contracting, Construction Manager @ risk and Design-Build Methods
            • Demonstrated competence and knowledge of general construction methods, materials, construction sequencing, construction operation, paperwork flow, building codes and required inspections for completion of projects
