- If selected at the GS-09 level, duties will be performed in a developmental capacity.
- Serves as a Contract Administrator assigned to a team that administers government contracts/grants/agreements for one or more contractors.
- Incumbent is assigned a group of contract/grants/agreements for which the employee performs the full range of contract functions up to the point of signature, including contract administration and contract closeout.
- Reviews new contracts to ensure all necessary clauses have been included.
- Monitors contractor performance for compliance with applicable laws, delivery schedules, payment provisions, contract data reporting requirements, and other contractual requirements.
- Coordinates with the buying office on contractor's requests for waivers or deviations from contract terms.
- Reviews requests and meets with the contractor to ensure understanding of requirements.
- Monitors contracts using various electronic systems and maintains electronic documentation.
- Performs final closeout of assigned contracts; e.g., ensures delivery/inspection/acceptance of contractual end items, and ensures that all administrative/reporting actions have been resolved before recommending final closeout.
- Researches policies and coordinates/integrates/implements contract administrative services.
- Performs contract administration functions, including funds cancelation, funds reconciliation, contract closeout, database integrity, and verifying contractor progress for approval of contract financing.

- Assisting an organization with one of the following: administering/overseeing multiple contracts or drafting of financial reports or developing business plans or drafting/reviewing/implementing internal policies/procedures.
- Assisting an organization in one of the following: developing courses of action, critical paths and milestones to successfully execute contracts or business decisions; or monitoring a resolution processes and provide feedback, reports or audits to management.
- Assisting an organization to develop one of the following: negotiating positions; or internal/external communication plans; or business/marketing strategies; or financial/cost effectiveness briefings.
- Assisting an organization in assessing one of the following: customer, vendor or supplier's needs or requirements; or the technical specifications with a product or service; or the market conditions related to a contract or business decision.
- Assisting in reviewing contract requirements, FAR/DFAR clauses, delivery schedules and statements of work.
- Participating in the negotiation/resolution of contractual issues, modification of contractual agreements, establishing and monitoring financing.
- Contributing in: the analysis of progress reports, the determination of whether contract data requirements are met, and issuing contract deficiency reports.
- Providing resolution of incomplete or conflicting data through analysis.
- GS-9: two (2) full academic years of progressively higher-level graduate education or master's or equivalent graduate degree or LL.B. or J.D.
- GS-11: three (3) full academic years of progressively higher-level graduate education or Ph.D. or equivalent doctoral degree.

To qualify for a Contract Administrator, your resume and supporting documentation must support:
Basic Contracting Requirement: A.) A baccalaureate degree from an accredited educational institution authorized to grant baccalaureate degrees OR B.) a current civilian employee in DoD or member of the Armed Forces, who occupied an 1102 position, contracting officer position, or comparable military contracting position with authority to award or administer contracts above the simplified acquisition threshold on or before September 30, 2000 are excluded from the requirements of "A" above

A. Specialized Experience: One year of specialized experience that equipped you with the particular competencies to successfully perform the duties of the position and is directly in or related to this position. To qualify at the GS-09 level, applicants must possess one year of specialized experience equivalent to the GS-07 level or equivalent under other pay systems in the Federal service, military or private sector. To qualify at the GS-11 level, applicants must possess one year of specialized experience equivalent to the GS-09 level or equivalent under other pay systems in the Federal service, military or private sector. Applicants must meet eligibility requirements including minimum qualifications, and any other regulatory requirements by the cut-off/closing date of the announcement.
