      Summary

      This position is in the Department of Education (ED), Federal Student Aid (FSA), Acquisitions Directorate (AD) and the incumbent serves as a Senior Contract Specialist responsible for all phases of the acquisition life cycle, including, but not limited to, market research, policy application, procurement strategies, contract types, cost/price analysis, small business and socioeconomic program requirements, contract negation/evaluation/award/administration, and data analysis.

      Duties

      As a CONTRACT SPECIALIST, GS-1102, 13/14, you will:

      • Serve as a Senior Contract Specialist responsible for all phases of the acquisition life cycle.
      • Independently lead all pre-and post-award procurement actions.
      • Manage vendor performance directly impacting key FSA investments, utilizing the optimal mix of management tools and discretion including oversight, incentives, and corrective action.
      • Review requests for procurement of complex supplies and/or services.
      • Analyze requirements; recommend necessary revisions to statements of work or specifications; determine the appropriate contract type; develop special clauses, terms or conditions required; establish procurement milestones; and provide program offices advice and guidance to develop an effective overall acquisition strategy.
      • Serve as a Warranted Contracting Officer with sole authority to obligate the Government.
      • Prepare and/or review solicitation documents and sole source justifications, determination and findings, and other required clearances for sufficiency.
      • Provide guidance regarding cost accounting standards, evaluation factors and/or weighting, testing procedures, cost escalation factors, data requirements, and socio-economic programs.
      • Solicit proposals from prospective contractors; analyzing proposals for conformance with the solicitation and determine competitive range.
      • Perform cost and/or price analysis, including review of cost breakdowns to determine reasonableness.
      • Provide expert advice to high-level managers of procurement program issues, policies, and trends.
      • Assign Contracting Officer Representative (COR) responsibilities and/or partners with CORs to monitor and/or assess contract performance, document/resolve performance issues, and verify deliverables.

      Qualifications

      MINIMUM QUALIFICATION REQUIREMENTS: All applicants must meet the qualification requirements outlined below to be considered minimally qualified for this position. The qualification requirements are in accordance with the OPM Qualification Standards.

      ALL QUALIFICATIONS MUST BE MET BY THE CLOSING DATE OF THIS ANNOUNCEMENT.

      BASIC REQUIREMENTS:

      A. Completion of all mandatory training prescribed by the head of the agency for progression to GS-13 or higher-level contracting positions, including at least 4-years' experience in contracting or related positions. At least 1 year of that experience must have been specialized experience at or equivalent to work at the next lower level of the position, and must have provided the knowledge, skills, and abilities to perform successfully the work of the position.

      and

      B. A 4-year course of study leading to a bachelor's degree and at least 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management.

      C. Exceptions: Employees in GS-1102 positions will be considered to have met the standard for positions they occupy on January 1, 2000. This also applies to positions at the same grade in the same agency or other agencies if the specialized experience requirements are met. However, they will have to meet the basic requirements and specialized experience requirements in order to qualify for promotion to a higher grade, unless granted a waiver under Paragraph D.

      D. Waiver: When filling a specific vacant position, the senior procurement executive of the selecting agency, at his or her discretion, may waive any or all of the requirements of Paragraphs A and B above if the senior procurement executive certifies that the applicant possesses significant potential for advancement to levels of greater responsibility and authority, based on demonstrated analytical and decision-making capabilities, job performance, and qualifying experience. With respect to each waiver granted under this Paragraph D, the senior procurement executive must document for the record the basis of the waiver. If an individual is placed in a position in an agency on the basis of a waiver, the agency may later reassign that individual to another position at the same grade within that agency without additional waiver action.

      TIME-IN-GRADE REQUIREMENTS: Applicants must possess one full year (52 weeks) of specialized experience at or equivalent to the next lower grade level or pay band in Federal service or equivalent experience in the private or public sector.

      SPECIALIZED EXPERIENCE:

      You may qualify at the GS-13 level, if you fulfill the following qualification requirement:One year of specialized experience in the federal service or equivalent in the private sector to at least the GS-12 level, performing the following duties: 1) Administer a broad range of contract methods and techniques 2) Facilitate pre-and post award procurement in order to monitor contracts and 3) Identify and resolve problems of changing program requirements, and to evaluate the feasibility of applying new approaches to previously unsolvable problems.

      You may qualify at the GS-14 level, if you fulfill the following qualification requirement:One year of specialized experience in the federal service or equivalent in the private sector to at least the GS-13 level, performing the following duties: 1) Execute the principles, policies, and practices of acquisition and program management sufficient to develop complete contract requirements packages covering multiyear program and applicable Research and Development 2) Execute post award procurement in order to monitor contract; make changes, modifications, and execute the procurement plan 3) Analyze and evaluate methods and techniques in developing new procedures and approaches identifying and resolving significant issues and problems and 4) provide expert technical advice, guidance, and recommendations to stakeholders on critical issues with contract specifications.

      AND

      • Must possess a current FAC-C Level III or DAWIA Contracting Level III certification


      Experience refers to paid and unpaid experience, including volunteer work done through National Service program (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.       How You Will Be Evaluated
