      The School Nutrition Team within the Division for Finance & Management is seeking applicants for a Contracts Specialist - Advanced position. In this position you will have the opportunity to work with a supporting team helping schools' nutrition and food service areas navigate regulations to implement contracts.       Position Summary

      This position has primary responsibility for managing, monitoring, and auditing school-based activities related to procurement and awarding Food Service Management Company (FSMC) contracts, management of other types of awarded food service contracts, as well as supplier management for all Wisconsin school food service programs including the National School Lunch Program (NSLP), School Breakfast Program (SBP), Special Milk Program (SMP), Farm to School (F2S) programs, Fresh Fruit and Vegetable Program (FFVP), After School Snack Program (ASSP), Wisconsin's Elderly Nutrition program (EN), and the U.S. Department of Agriculture (USDA) Foods (Commodities) program. This position is independently responsible for interpreting federal, state, and local procurement and contract laws and policies established by the USDA, the State of Wisconsin, the Department of Public Instruction (DPI), and local municipalities. This position will assist and advise participating schools in achieving compliance with federal, state, and local regulations.

      Salary Information

      Depending on qualifications, the salary will be between $27.00 - $38.00 per hour (approximately $56,160 - $79,040 per year). For current and eligible former State employees, compensation will be set in accordance with the State Compensation Plan effective at time of hire. This position is in pay schedule 07, range 03. A one-year probationary period will be required.

      Job Details

      Remote Work : This position has the option to work 90% remote with a requirement that the employee is expected to have access to secure high speed internet. Remote work flexibility will be discussed in more detail during the interview process.

      Travel: There is very limited travel expected with this position. The estimated days traveling per year is up to six times within the state of Wisconsin.

      Headquarters: The position is headquartered at 201 W Washington Ave in Madison, WI, and employees are required to report there on their first day of employment. In addition, the employee may need to report to their headquarter location as operational needs require. Reimbursement for traveling to or from the employee's headquarters is not provided (e.g., mileage, meals, parking, lodging, etc.).

      Pre-hire requirements: A criminal background check will be conducted prior to an offer of hire. A TB screen will be required prior to start.

      Legal authorization: Applicants must be legally entitled to work in the United States (i.e., a citizen or national of the U.S., without DPI sponsorship). The Department of Public Instruction does not sponsor visas, either at time of hire or at any later time.

      Qualifications

      A minimally qualified applicant must have experience with the below:

      • Experience with Food Service Management Companies (FSMCs) procurements and contracts (e.g. Developing or working with an FSMC requests for proposals, reviewing or approving award of FSMC contract, managing a FSMC contract, etc.)
      • Experience with USDA Child Nutrition Programs (CNP) such as National School Lunch Program (NLSP) or School Breakfast Program (SBP) or USDA Foods Programs, or other similar state/federal food service programs
      • Experience developing, auditing, or monitoring procurement documents, contracts, or amendments
      • Experience ensuring compliance with awarded contracts and applicable federal/state/local policies/procedures/regulations
      • Experience evaluating invoices against awarded contracts
      • Experience providing technical assistance
      Please note that a college degree is not required for this position.

      Well-qualified applicants will also have experience:
      • Experience developing resources or planning/conducting trainings on topics related to contracting, procurement, program compliance, or similar
      • Experience conducting CNP Administrative Reviews (ARs) or Procurement Reviews (PR) of CNP program purchases.
      • Experience reviewing state law or Code of Federal Regulations CFRs as it relates to SFA food service, contracting, or procurement
