      Job Responsibilities

      40% Under general direction, serves a Data Analyst for the Department of Innovation & Technology (DoIT), supporting the Illinois State Police (ISP):

      • Creates, maintains, and disseminates ad hoc, self-service, and interactive reports and visualizations, along with facilitating the production and sharing of analytical tools and dashboards.
      • Implements data analytics and business intelligence tool sets in performance of duties.
      • Utilizes reporting technologies such as SQL Server, Oracle DBMS, Tableau, Power BI, business object databases, ETL frameworks, GIS mapping and relational databases in performance of duties.
      • Performs evaluations of user requirements for new and existing reports and dashboards

      25% Provides design and development of viable solutions:

      • Performs debugging, tuning, and documenting of all processes and components.
      • Performs unit, integration, acceptance, and regression testing to verify that reporting processes function correctly and meet requirements.

      15% Interprets data and analyzes results using statistical techniques and provide ongoing reports:

      • Mines data sources, identifies trends and crucial data.
      • Communicates findings and recommends solutions for more meaningful analysis and interpretation.
      • Utilizes knowledge of the theories and functions of computer systems in performance of duties.

      10% Keeps abreast of new developments in the business intelligence and data analytics field:

      • Continues education by attending meetings, training sessions, seminars, and conferences to increase familiarity with and maintain current on products, vendors, techniques and procedures.
      • Attends demonstrations and exhibitions related to assigned operations.

      5% Serves as a resource and contact for users:

      • Provides support to ensure operational status of the reporting portals and dashboards at all times.
      • Monitors applications, answers technical questions, and responds to emergency requests when problems arise.

      5% Performs other duties as required or assigned which are reasonably within the scope of duties enumerated above.

      Knowledge, Skills, and Abilities

      Minimum Qualifications:

      1. Requires knowledge, skill and mental development equivalent to completion of four (4) years of college with course work in computer science or directly related fields.
      2. Requires one (1) of professional experience in applications related work or a related Information Technology field.

      Specialized Skills:

      1. Requires one (1) year of professional experience with data analytics, business intelligence tool sets, and reporting packages such as Tableau, Power BI or comparable packages.
      2. Requires one (1) year of professional experience with relational databases, business objects, ETL frameworks, SQL Server, or Oracle DBMS.

      Preferred Qualifications (In Order of Significance):

      1. One (1) year of professional experience with data analytics, business intelligence tool sets, and reporting packages such as Tableau, Power BI or comparable packages.
      2. One (1) year of professional experience with relational databases, business objects, ETL frameworks, SQL Server, or Oracle DBMS.
      3. Knowledge of GIS mapping.
      4. Ability to analyze and diagnose system issues and coordinate efforts to resolve.
      5. Ability to gain and maintain effective working relationships with agency officials, associates, vendors, clients and others.
      6. Developed verbal and written communication skills to present information with clarity and precision.

      8. Requires the ability to lift and carry objects or equipment weighing up to 20 pounds. This is considered light work as defined by the U.S. Department of Labor (20 CFR 404.1567(b)). Light work involves lifting no more than 20 pounds at a time with frequent lifting or carrying of objects weighing up to 10 pounds.
