      You will serve as a Data Scientist in the Digital and Analytics Services Division in the Office of the Chief Human Capital Officer (OCHCO) supporting various initiatives across Human Capital to improve the analytical workflow and deliver data driven insights to OCHCO leadership, stakeholders and employees. The work encompasses data storage, data integration, data analysis and data visualization.

      Duties


      • Lead data analytic projects to develop models and predictive capabilities to support Agency human capital analytic needs.
      • Assess the ability of data resources and infrastructure to meet OCHCO and stakeholder needs.
      • Consult and effectively communicate and provide practical interpretation from data insights.
      • Cultivate and support a culture of enterprise-wide demand and use of data to maximize outcomes.
      • Identify and develop multiple data access methods for OCHCO staff and stakeholders.
      • Optimize the ability of staff and stakeholders to use OCHCO data to generate insights.
      • Present data insights for consumption by leaders and stakeholders.
      • Provide multiple avenues for release of data and insights.
      • Support OCHCO analytic initiatives; identify OCHCO and stakeholder needs for data of sufficient quality for intended uses.

      Qualifications


      In addition to the Basic Education Requirement (in the Education section below), to qualify for this position you must meet the requirements below. Specialized experience is experience that has equipped you with the particular ability, skill, and knowledge to successfully perform the duties of this position and is typically in or related to this line of work.

      To qualify for GS-14, you must have one year of directly related specialized experience equivalent to the GS-13 level:
      • Reviewing and analyzing data, both structured and unstructured through machine learning algorithms and artificial intelligence methods (i.e., R and Python);
      • Collaborating with a team of data scientists, fostering team learning and participating in peer code reviews;
      • Developing applications, visualizations and reports from the derived analysis and communicating analytical findings to management officials and stakeholders.
