- Business Case – Lead the development of the Business Case, alignment with senior stakeholders and agreement through the Programme Board.
- Planning – Ensure robust planning and appropriate delivery methodology, tracking and review.
- Communications and Stakeholder Management – Lead, manage and direct effective stakeholder relationships across multiple groups to achieve buy-in to programme objectives and delivery of outcomes. Collegiate and political awareness, to be able to understand and work through conflicting requirements.
- Guidance - Provide direction, coaching and development to team and more broadly across department and the Bank
- Resource Management - Build and maintain a strong delivery-focused programme team. Provide leadership and direct large multi-disciplinary teams to deliver successfully
- Risk & Issues – Accountable for ensuring strategic and operational risks and issues are identified, prioritised, assessed and mitigated. Ensure senior stakeholders are briefed, updated and where appropriate, enrolled in the management and control of key risks. Identify and engage specialists as appropriate.
- Benefits Realisation - Provide strategic leadership in monitoring benefit delivery and to maximise benefits from the programme.
- Programme Performance, Controls and Reporting - Responsible for identifying success criteria, set project controls and be accountable for performance. Monitor and control progress, engage fully with assurance and respond to recommendations. Support accurate, efficient and timely reporting. Manage the programme’s budget, monitoring expenditure and costs against delivery and realised benefits as the programme progresses
- Leadership & Vision – Create a motivational environment in which projects can succeed – working effectively, collaboratively and managing dependencies.
- Dependency Management - Own strategic cross departmental and key supplier dependencies, ensure dependencies are re-aligned to reflect changes in the programme's environment.
- Driving delivery - Ensure agreed programme outcomes defined within the business case are met, within time, quality and cost constraints. Actively remove blockers, resolve issues and escalate where appropriate.
- Previous experience in Senior Programme Management, delivering enterprise strategic change in a data related capacity. Experience of delivering significant enhancements to or introducing new services, products and platforms and managing the impacts on people, processes tools and culture.
- Previous experience of managing Senior stakeholders, C suite level
- Excellent leadership, communication and influencing skills,
- Ability to lead the construction of the programme plan to deliver the outcomes of the roadmap, development plan and roll out & implementation of the roadmap,
- Proven experience converting product roadmaps into work packages,
- Understanding of business architecture and implementation, with the knowledge to challenge these when necessary,
- Strong operating model definition experience
- Ability to use standardised operational processes to build scale and reduce cost/operational risk,
- Driven and proactive work approach; able to work on own initiative and handle change and ambiguity.
- Understanding of Banking or Regulated environments

The Projects and Programmes Division has central oversight of the Bank of England’s change portfolio, and is comprised of Portfolio, Programme, Project, Change Managers and PMO professionals. We support the Bank in meeting its key objectives and strategic priorities, and ensure the bank delivers the right initiatives in the right way with the right people. The portfolio covers wide ranging initiatives from technical enterprise infrastructure, the introduction of new services, products and platforms, to programmes focussed on business transformation and policy development.
We are looking for high-calibre individuals with a strong background in Programme delivery to assume key roles in an extensive portfolio of work for cross cutting delivery of our Data Transformation agenda.
Our Programme Managers are responsible for leading a defined set of interdependent projects and the associated business change activities. They have primary responsibility for successful delivery of the required outcomes, including the establishment of appropriate governance and assurance, monitoring progress, managing risks, issues and dependencies and ensuring business readiness for change.
You will have a pivotal role, working closely with the Business Sponsor from developing the Business Case through to ensuring that all business outcomes are achieved. You will relish working in a complex environment, with diverse groups of stakeholders. Operating at a senior level, you will possess deep transformation and delivery experience, combined with the gravitas to engage and influence senior internal and external stakeholders.
This is a people management role, directly responsible for day to day management of a team project managers, business change managers and PMO resources and matrix managing a range of internal and vendor resources. You will develop your multi-disciplinary team through sharing information effectively, coaching and communicating a clear vision to ensure that your team is productive, engaged and motivated to deliver the area's aims - ensuring the end to end leadership of business change.
The jobholder will also be part of the extended executive team for change delivery in the bank and will play an important role in developing the maturity of this function. They may coach and mentor other less experienced programme managers within the group.
The jobholder will report into the Data Transformation Portfolio Manager within the Projects and Programmes team and provide a role model through their leadership for the development of the practice.
