      BC Assessment is currently looking for a permanent Deputy Assessor to join the Industrial, Commercial & Investment (ICI) team in the Vancouver Office.

      The Industrial, Commercial and Investment (ICI) Lower Mainland team services industrial, commercial and investment properties in the Lower Mainland region extending south of Pemberton, D'Arcy, and the southern tip of Anderson Lake to west of Hope. ICI Lower Mainland also manages and coordinates major retail and hotel/motel valuation throughout the province and provides provincial coordination on offices and casinos.

      Job Overview

      Reporting to the Director, this critical leadership role is responsible for managing the administration of the assessment process and is responsible for the production and defense of equitable actual value assessments for a portfolio of property types. The position manages operational effectiveness (e.g. finance, human resources, assets and facilities), and may lead or participate in projects with province-wide or local impact.

      The Deputy Assessor leads the assessment function by valuing assigned property types, including auditing and defending values. In this position, the Deputy Assessor will represent BC Assessment (BCA) to the public and ensure the delivery of customer-focused service reflecting the strategic importance of customers and ensuring customer-centricity and accountability for the customer process.

      The Deputy Assessor is a strong competent leader with in-depth knowledge of the assessment system. This role requires a leader who has exceptional communication skills both written and verbal as well as well-developed analytical skills with the ability to make sound decisions and handle controversial issues in a professional manner. The ideal candidate is a competent coach and mentor for their staff and they inspire and foster a culture of collaboration and creativity. Finally, the Deputy Assessor is comfortable with change, client-focused and embodies BC Assessment’s mission, vision and values.

      Key Accountabilities

      • Manages the delivery of portfolio-based assessment services (assigned geographic areas, processes, functions, issues and or property types) and the production of assessment rolls for all taxing jurisdictions according to legislative requirements.

      • Produces accurate, reliable and equitable actual value assessments.

      • Builds and maintains customer and stakeholder relationships and acts as media spokesperson when appropriate, including attending community meetings and interest group meetings.

      • Responds to inquiries and issues from provincial and local government agencies, professional bodies, agents, property owners, First Nations, elected officials and interest groups.

      • Coordinates, manages, advocates and, on occasion, appears as an expert witness for complex and/or large appraisal issues and appeals at Property Assessment Review Panel and Property Assessment Appeal Board.

      • Manages local operations, establishes and monitors workplace objectives and priorities, and prioritizes work to ensure deadlines are met.

      • Provides effective direction to staff and coaches, mentors employees and manages local human resource processes and issues.

      • Acts as the subject matter expert in an area of assessment to internal staff and external customers/stakeholders.

      • Maintains an awareness of real estate market and economic trends and anticipates the impact of these trends on BCA.

      • Provides support to the Assessor/Director for one or more province wide complex, high profile issues.

      • Provides input into the planning process, and supports the Business Plan including identifying strategies, priorities and objectives; assists with the planning of financial and human resources.

      • Participates in corporate projects which support the Corporate Service Plan and Annual Plan, and which may have province-wide impacts.

      • Responsible for achieving portfolio goals, targets and expectations in alignment with corporate goals and strategies.

      • Responsible for advancing efficiency, effectiveness and continuous improvement where opportunities exist in assessment operations.

      • Location: Vancouver, BC

      • Compensation: $115,820 to $141,475 annual

      Qualifications

      Education

      Note: An equivalent combination of education and experience may be considered

      • Bachelor’s Degree in business administration or related discipline.

      • Must hold and maintain accreditation with the Appraisal Institute of Canada as an Accredited Appraiser Canadian Institute (AACI) OR be designated with the Real Estate Institute of BC as an RI(BC) with the Diploma in Urban Land Economics with either the mass appraisal or assessment option.

      Experience

      • Seven years of combined management and broad assessment and appraisal experience with various and complex property types.

      • Minimum three years leadership experience.

      • Managing a professional team of employees in a client-focused environment.

      • Experience building and maintaining customer relationships.

      • Demonstrated program management (planning, supervision and financial management), organizational and project management knowledge and abilities.

      • Strong verbal and written communication skills including presentation and public speaking.
