- Ensures that the University complies with applicable state, federal, and international laws, University policies and procedures, and industry privacy standards, including HIPAA, FERPA, GDPR, state medical records privacy law and other privacy and data confidentiality related laws and standards. Maintains current knowledge of applicable federal and state privacy laws and accreditation standards, and monitors advancements in information privacy technologies to ensure organizational adaptation and compliance.
- Coordinates, develops and implements the University’s privacy and data confidentiality compliance policies, standards and activities in collaboration with applicable offices and/or satellite campuses.
- Plans and implements privacy training programs, notifications and communications. Develops and provides training and awareness materials for staff, faculty and students. Creates outreach programs that focus on campus-wide compliance and best practices with privacy and data confidentiality requirements.
- Assesses and conducts risk assessments and compliance monitoring activities in coordination with the University’s other compliance, assessment, and operational functions.
- Collaborates with information security and compliance teams to evaluate whether security incidents potentially involve personal or sensitive data, and provides guidance on the appropriate investigation and remediation of such incidents.
- Maintains and monitors systems and processes for receipt of privacy and data confidentiality inquiries, concerns, and potential breaches of protected privacy data and information. Conducts timely investigations and breach analyses of incidents. Cooperates with outside agencies, Office of Civil Rights, other legal entities, and organization officers in any compliance reviews or investigations.
- Creates and presents reports, metrics, and updates to ensure University leadership is knowledgeable and informed on the University’s privacy initiatives and efforts.
- May also assist with other compliance and enterprise risk activities as assigned, including activities related to assessments, training, policies, and hotline management.
- Bachelor Degree and at least 3 years of administrative work experience with privacy and data confidentiality compliance, or equivalent experience.
- Understanding compliance and policies in the context of institutions of higher education and how that relates to privacy and data confidentiality regulation requirements.
- Experience with basic methods and procedures for research and statistical analysis and the ability to use and apply information to make recommendations and/or implement change.
- Excellent oral and written communications skills and experience with preparing and performing informational presentations, including the ability to respond to questions from employees, managers, customers, and the general public in both small and large group settings.
- Excellent organizational and project management skills and ability to perform all duties with accuracy, timeliness and trust, in a professional, competent, and courteous manner, exercising independent judgment and sound decision-making skills. Ability to collaborate with multiple entities to plan and accomplish objectives, and coordinate ongoing multiple, large and complex projects from conception to completion. Demonstrated experience with Microsoft office suite, databases and presentation software.
- Knowledge of privacy and data confidentiality regulations pertinent to higher education including, but not limited to: FERPA, HIPAA, GDPR, state medical records privacy laws, and other privacy and data confidentiality related laws and standards.
- Certification from an accredited certification program for privacy professionals.
- Juris Doctor and/or a Masters degree related to higher education administration with experience as an investigator/administrator with an aptitude to read, understand and explain law and policy to a wide ranges of audiences.

PurposeThe University of Texas at Austin is seeking a Deputy Privacy Officer to serve as a key member of the University Risk and Compliance Services leadership team. Reporting to the Chief Compliance Officer and Privacy Officer, the Deputy Privacy Officer is responsible for assisting in the development, coordination and administration of the University’s comprehensive privacy strategy that adequately protects information assets, meets compliance requirements, and reduces overall risk.
