Job Description

- Oversee management and administration of detention center operations.
- Interpret and ensure compliance with all City policies and procedures, all applicable Federal, State, and Local laws, rules, regulations, including all facility records.
- Assist with developing department-wide goals, objectives, policies, and procedures; ensure staff understand and follow policies and procedures and work aligns with department-identified outcomes.
- Evaluate services, policies, procedures, and data provide recommendations and implement changes, as appropriate.
- Establish team performance measures, priorities, and work sequences; conduct routine audits to ensure proper protocols and work practices are followed.
- Lead cross-functional teams under high stress and emotional conditions. Oversee timekeeping procedures and the procurement of services and supplies for the Department; ensure adherence to related policies.
- Evaluate and ensure the professional development of staff and the detention center environment supports the mission of the overall City organization.
- Ensure manuals and resources are current and relevant to Detention Center operations and performance expectations; create and implement basic and continuing training programs and maintain all training documentation.
- Acts as liaison with internal and external stakeholders including but not limited to, County Jails, Municipal Courts, Records, State agencies, and contract organizations.
- Investigate internal and external stakeholder concerns; perform research for issues coordinates and facilitates necessary actions to resolve concern as appropriate; when necessary, communicate directly for identification of service needs and address concern with appropriate written, verbal, or in-person follow-up.
- Select, train, supervise, and evaluate staff; recommend assignment/assignment change, retention, discipline, and dismissal.
- Develop, manage, and monitor budget; maintain accurate budget reporting; ensure that operations are cost-effective, and funds are managed wisely.
- Bachelor's Degree from an accredited college or university in Criminal Justice, Public Administration, Business Administration, or related field; and,
- Three (3) years’ experience in supervisory or management in a jail/detention center, or related field; and,
- Must hold and maintain a valid Basic Jailer certification from Texas Commission on Law Enforcement (TCOLE),
- Associate’s Degree from an accredited college or university in Criminal Justice, Public Administration, Business Administration, or related field; and,
- Five (5) years’ experience in supervisory or management in a jail/detention center, or related field; and,
- Must hold and maintain a valid Basic Jailer certification from Texas Commission on Law Enforcement (TCOLE),
- Any combination of related education, experience, certifications, and licenses that will result in a candidate successfully performing the essential functions of the job.
- Knowledge of City of Denton policies and procedures, including but not limited to the Detention Center.
- Knowledge of project management principles, including the ability to review and recommend project improvements based on scope and budget.
- Knowledge of civil liability law and risk management in a jail environment.
- Skill in de-escalation and conflict management.
- Skill in applying learned techniques of self-protection and detention to ensure the safety of persons in custody.
- Skill in moderate problem solving; identifying problems and reviewing related information to develop and evaluate options and implement solutions.
- Skill at the intermediate level, working with applicable Microsoft Office 365, and other software systems to complete work.
- Skill in providing exceptional service to internal and external customers.
- Skill in reading, interpreting, applying, and explaining rules, regulations, policies, and procedures.
- Skill in active listening; giving full attention to what other people are saying, taking time to understand the points communicated and asking questions as appropriate.

- Ability to drive City vehicle or van to transport inmates.
- Must have and maintain a valid Class “C” Driver’s License and valid state required minimum automobile liability insurance prior to employment (must obtain Texas Class “C” driver’s license and state required minimum automobile liability insurance within 90 days of hire per state law)
- Must successfully complete the employment process including a polygraph, psychological and physical examination, drug test, thorough background investigation, driver's license check, and social security verification check.
- Must meet the Denton Police Department's Civilian Hiring Standards.
- Must hold and maintain a valid Basic Jailer certification from Texas Commission on Law Enforcement (TCOLE).
- Must attend and successfully complete the City’s Defensive Driving Course (DDC) as soon as possible after employment (if required to drive City vehicle or personal vehicle for City business).
- Perform preventive maintenance on tools and equipment; ensure equipment is in safe operating condition.
- Follow established safety procedures and techniques to perform job duties, including lifting and climbing; operate tools and equipment according to established safety procedures.
- Promptly report unsafe conditions in the work area and/or any conditions that are not immediately correctable to the supervisor.

- Tools/Equipment Used: Standard office equipment, including computer and peripherals; detention center equipment peripherals including but not limited to, driving motor vehicle and/or van; wear uniform and appropriate personal protective equipment (PPE).
- Posture: Prolonged sitting and standing; occasional stooping, squatting, kneeling, bending, pushing/pulling, and twisting.
- Motion: Frequent repetitive hand motions, including keyboarding and use of mouse; occasional reaching.
- Lifting: Lifting no more than 50 pounds; carry up to 25 pounds.
- Environment: Works in an office setting and in detention center (jail setting) with exposure to inclement weather, potentially aggressive and/or hazardous conditions, loud noises, odor, and chemicals; requires irregular and/or prolonged hours.
- Travel: Travels to City of Denton buildings and professional meetings as required.
- Attendance: Regular and punctual attendance at the worksite is required for this position. Must be able to respond to facility needs 24 hours a day, 7 days per week. Must be able to work nights, weekends, and holidays. Must attend regularly scheduled and special meetings.
