      Under the general direction of the Vice President/Chief Information Officer, the Director of Enterprise Data & Analytics, oversees the SAWS’ Enterprise Data & Analytics resources to drive value for utility stakeholders. This role is responsible for the development and management of a comprehensive data and analytics strategy, and execution of related programs and practices that drive measurable business outcomes. This role involves establishing, leading, and operating the data and analytic functions, developing talent, and fostering a mature data and analytics culture, evolving technological capabilities, and building organizational trust in the management of data.


      ESSENTIAL FUNCTIONS
      • Leads SAWS’ initiatives for Data-Driven Insights and Use cases that support strategic and tactical business decisions and opportunities.
      • Establishes cooperative partnerships with executive leadership to establish the vision for managing data as a business asset.
      • Defines data and analytics vision, strategy, and associated practices, and develops data and analytics capabilities that maximize value derived from data.
      • Leads the creation and ensures the ongoing relevance of SAWS’ data and analytics strategy in collaboration with the CIO, executive management team and office of the President / CEO.
      • Institutes an Enterprise Operating Model for data and analytics that is consistent with the capabilities and competencies required to execute the strategy.
      • Ensures enterprise information and data are used effectively to gain valuable insights. This includes making sure data helps with decision-making, automating processes, and enhancing employee productivity.
      • Fosters the creation of a data-driven culture, related competencies, and data literacy by developing data and analytics talent and maturing SAWS’ data analytics capability.
      • Oversees delivery models, methods, and practices for creating of data products and ensuring consistent application and use of data and analytics solutions.
      • Establishes and maintains trust in data assets, instituting governance mechanisms for data and algorithms used for analysis, analytical applications and automated decision making.
      • Leads data-driven innovation for the enterprise, including investigation, adoption and leveraging of artificial intelligence.
      • Focuses on accelerating digital business innovation and transformation through expansion of SAWS’s research and analytics offerings, especially in emerging analytical approaches, skills, and technologies.
      • Enables business-value innovation throughout the organization by identifying new kinds, types, and sources of trusted data.
      • Creates and oversees a centralized data management service for sourcing external data and ensuring quality, traceability, timeliness, usability, and cost-effectiveness.
      • Defines processes for the effective, integrated introduction of new data.
      • Oversees the development and deployment of the Enterprise Data and Analytics platform for digital business.
      • Establishes Data Ethics Framework to balance customer rights and accessibility with utility/community benefits by incorporating SAWS Values of Respect, Integrity, Safety, and Excellence, as well as privacy, fairness, and transparency.
      • Supervises, selects, develops, trains, and evaluates personnel.
      • Forecasts, allocates, and monitors the human, physical, and financial resources for assigned area.
      • Performs other duties as required.


      DECISION MAKING
      • This position works under limited supervision and will supervise, mentor, train and evaluate assigned staff.
      • This position serves as a manager or supervisor, providing guidance and mentorship to staff.


      MINIMUM REQUIREMENTS
      • A bachelor’s in business administration, engineering and mathematics, computer science, data science, information systems, or any other related field from an accredited college or university.
      • Eight years’ of progressive leadership experience in leading cross-functional teams, multidisciplinary environments and enterprise-wide data and analytics programs, operating and influencing effectively across the organization.
      • Valid class "C" Texas Driver's License.

      PREFERRED QUALIFICATIONS

      • Master's Degree from an accredited college or university in Data Science, Computer Science, Engineering.
      • Data Science Graduate Certificate from an accredited college or university.
      • Experience in integrating complex, cross-corporate processes, and information strategies, and/or designing strategic metrics.

      JOB DIMENSIONS
      • Knowledge of SAWS business objectives and goals; industry domain expertise; and knowledge of best practice data and analytics concepts, methods, and techniques.
      • Knowledge of applicable laws and regulations as they relate to technology issues.
      • Knowledge of multi-disciplinary nature of IT solutions.
      • Excellent verbal and written communication skills; ability to provide plain language explanation of technology for nontechnical managers, directors and above; Regular contact with internal and external customers and solution delivery vendors.
      • Demonstrated critical thinking skills and planning at a strategic, global level. Ability to translate strategic plans into specific objectives, and to create and execute project plans to achieve objectives.
      • Strong financial management skills in budgeting, forecasting, and cost control.
      • Strong organizational skills and multi-tasking capabilities and excellent written and spoken communication skills.
      • Ability to lead complex, multidisciplinary talent teams in new endeavors and delivering solutions.
      • Ability to balance team and individual responsibilities, build teams and consensus, get things done through others not directly under their supervision, and work ethically and with integrity.
      • Ability to work across business lines at a senior level to influence and effect change to achieve common goals.
      • Ability to establish and maintain effective working relationships with SAWS staff and the general public.
      • Ability to adapt to rapidly changing conditions and priorities, and to redirect managers and teams toward new objectives.


      PHYSICAL DEMANDS AND WORKING CONDITIONS

      Physical requirements include occasional lifting/carrying of 40 pounds; visual acuity, speech, hearing, hand and eye coordination, and manual dexterity necessary to operate a computer keyboard and basic office equipment. Subject to sitting, standing, reaching, walking, twisting, and kneeling to perform the essential functions. May be required to work hours other than regular schedule such as nights, weekends, and holidays. Working conditions are primarily inside an office environment with travel to various locations on an occasional basis. This position may work remotely at times, in coordination with and approval of the VP / Chief Information Officer.
