      Job summary

      The post holder will be a key member of the HSSIB finance and business services division, providing strategic leadership and overseeing Finance and Business Services, which includes Finance, IT, Governance, HR, Procurement, and Business Management.

      They will lead a team of managers across these functions, ensuring robust financial planning, operational oversight, and resource alignment in line with organisational objectives. The role ensures financial sustainability, compliance with regulatory standards, and efficient service delivery across multiple business areas.

      The Director of Finance and Resources will be a member of the HSSIB Board and a key member of the HSSIB Senior Leadership Team, providing financial leadership, ensuring robust financial control, strategic financial planning, risk management, and alignment with national and regulatory requirements. The Director will lead on financial governance, reporting, and stewardship, while integrating these elements within the broader business services remit.

      The post holder will be responsible for the development and implementation of integrated policies and strategies to improve financial management, workforce planning, digital transformation, and governance frameworks, ensuring a cohesive, efficient, and strategically aligned approach across the organisation.

      Main duties of the job

      Key Accountabilities

      Strategic Leadership & Management

      Provide strategic direction and leadership across Business Services, including finance, ensuring effective resource management and alignment with organisational goals.

      Act as a key adviser to the Executive Team and Board on all matters relating to finance, workforce, IT, procurement, and governance.

      Ensure robust financial planning, forecasting, and budgetary control, working closely with NHSE, DHSC, and other national bodies.

      Support business services functions to lead business transformation initiatives, ensuring business services are efficient, cost-effective, and aligned with best practice.

      Represent HSSIB at national/public meetings, engaging with regulators, funding bodies, and key stakeholders.

      Provide effective management and leadership to the business services team, ensuring cross-functional collaboration and alignment, empowering and supporting specialist teams to lead their areas of expertise.

      Drive a culture of continuous improvement and innovation within Finance and Business Services.

      Key Working Relationship

      Functional Responsibilities

      Operational

      o Act as the Risk Lead for business services, lead on updating and developing the HSSIB operational risk register.

      o Develop financial strategy and plans with appropriate Managers/Directors. Work with the Governance lead to ensure appropriate governance structures are in place to support.

      o Manage the appropriate programme controls ensuring monitoring and control activities and performance targets are on track.

      o Support the risk manager and IT lead to manage system risks ensuring they are appropriately identified, and detailed on operational and strategic risk registers, and ensuring controls and/or mitigation is in place, escalating as appropriate.

      Financial and Physical Resources

      Budget setting and managing related activity, liaising with HSSIB colleagues to ensure appropriate costings.

      Responsible for ensuring adherence to the HSSIB budget, ongoing monitoring of expenditure against budget and ensuring the appropriate documentation is available for scrutiny.

      Responsible for providing guidance and management on the procurement of identified products, equipment, services and facilities for assigned Directorate to execute required services from defining requirements, developing specification, developing bid evaluation methodology, project managing procurement including, achieving stakeholder buy-in, sign off for bid documentation, overseeing bid evaluation, award recommendation and sign off of final deliverables/products as required ensuring they meet the defined levels of quality and value for money.

      Act in a way that is compliant with Standing Orders and Standing Financial Instructions in the discharge of budget management responsibilities.

      Constantly strive for value for money and greater efficiency in the use of these budgets and to ensure that they operate in recurrent financial balance year on year.

      Staff Management

      Lead and manage the Finance and Business Services team, ensuring an effective and supportive working environment, and an inclusive, collaborative and innovative culture.

      Responsible for the motivation, engagement and effective management of direct reports, including undertaking annual appraisals, regular 1;1s, and supporting their personal and professional development

      Support the business services leads (IG, risk management, HR, IT etc) to agree prioritisation of work and related resource allocation to ensure high priority work/dependencies are completed in a timely manner.

      Information Management

      Provide and receive highly complex, sensitive and contentious information, involving a wide range of stakeholders in formal settings.

      Establish and manage risk management, change control and issue resolution process.

      Responsible for the management of and reporting of information to relevant internal and external stakeholders, including executive sponsors and non-executive authorities.

      Act as an Information Asset Owner for finance assets and ensure compliance with local and national guidance on data security.

      Operate within and provide enhancements to current management information and reporting to enhance decision making processes.

      Responsible for the management and development of national financial planning information and benchmarking systems across HSSIB
