      Summary:

      This position is responsible for the implementation and monitoring of sourcing strategies, procedures and processes. Provide support for the assigned commodities by creating and implementing commodity and supplier strategies. Responsible for the sourcing of Maintenance of Equipment (MOE) Materials and Services to meet G&W operational requirements pertaining to the Mechanical Department related to Locomotives and Freight Cars

      Responsibilities:

      • Supporting the Procurement Department Leader in the development and delivery of “Best in Class” sourcing strategies
      • Organize, facilitate and manage the Mechanical Strategic Sourcing Cross Functional Team to develop commodity plans for material and service purchases. Commodity plans will include development and implementation of sourcing strategies, specifications, work scopes, supplier improvement plans, supplier reviews, and risk management. Plans also include defined work scopes and bill of materials covering overhaul or rebuilding of locomotives and freight cars.
      • Direct and manage the analysis of purchases of materials and services considering specifications, final delivered life-cycle cost, delivery requirements and supplier reliability. Plan long-term and short-term sourcing strategies consistent with market conditions
      • Responsible for the selection, negotiation, and execution of sourcing for assigned commodities, including implementation of supplier partnering agreements under the Preferred Supplier Program
      • Work with company locations to ensure sourcing strategies and decisions achieve overall commodity objectives and to ensure their business requirements are taken into consideration.
      • Responsible to ensure that purchase orders issued by Corporate Purchasing for Mechanical related goods and services are issued within 24 hours of requisition release (approval).
      • Perform audits of the material purchase activity to reduce costs and ensure that sourcing decisions and pricing contracts with suppliers are adhered to.
      • Ensure that Service Agreements are issued for contractors performing work on company property.
      • Responsible for the management of existing service related contracts to ensure they are reviewed with the Mechanical Strategic Sourcing Team prior to expiration to validate extension of the agreement.
      • Develop and implement plans for process changes in the support of continuous improvement initiatives for operations. Optimize the relationship of contracts and one-time purchases in a manner that minimizes administration and reduces overall expense
      • Ongoing support and backup for planning, ordering and delivery of assigned commodities to ensure on-time delivery across all levels of the organization. Issuance of purchase orders as may be required.
      • Managing relationships, reporting & decision making between Purchasing and Business Units to ensure compliance to new rates, supplier relationships, sourcing strategies, policies, and procedures
      • Solid foundation of MOE Materials and Services (locomotive and freight car) relating to the railroad industry to facilitate Requests for Proposals, evaluate bids, negotiate and execute contracts.

      Qualifications:

      • Bachelors Degree in related field or a minimum of 7 years related purchasing experience, preferably in the rail industry
      • Knowledgeable in MOE Materials and Services (Locomotive and Freight Car) and supplier/contractor base.
      • Knowledgeable in Contract Law
      • Previous responsibility for assessing supplier capabilities, negotiating and executing supply contracts and service agreements
      • Strong verbal, written, analytical and negotiation skills
      • Advanced MS Excel, Access, and PowerPoint skills and Great Plains or equivalent ERM system, Google Maps.
      • Ability to organize and prioritize work to meet deadlines independently
      • Experience leading projects and cross-functional work teams to achieve desired results
      • Strong team player who can effectively influence from within the team
      • Strong problem identification and problem solving skills

      Job Requirements:

      • Up to 20% travel may be required.
      • The applicant selected for this position will be required to successfully complete a background check and physical including a drug test. Passing results must be received prior to start date in new position.
