- Collaborate with other agencies overseeing WBL and related programs and initiatives, such as the Clearinghouse for WBL
- Represent the Department’s work on WBL on various regional, state, or national councils, committees, working groups and boards
- Provide advocacy, outreach, promotional support, and professional development for WBL programs, initiatives, and other related activities by attending and presenting at various in-person or virtual conferences, trade shows, or other events
- As a representative of the CTE Bureau, and when directed by the CTE Administrative Consultant or supervisor, provide local education agencies (high schools, school districts) across the state with technical assistance regarding WBL implementation; reporting of WBL for ESSA and Perkins; and use of Perkins, regional planning partnership (RPP), and other grants for WBL
- Develop and update WBL resources for successful implementation of work-based learning in school districts and community colleges
- Provide support and guidance for WBL grants or other financial support opportunities

- Provide outreach and professional development for IRC programs, initiatives, and other related activities by attending and presenting at various in-person or virtual conferences, trade shows, or other events
- As a representative of the CTE Bureau, and when directed by the CTE Administrative Consultant or supervisor, provide local education agencies (high schools, school districts) across the state with technical assistance regarding IRC implementation; reporting of IRC for ESSA and Perkins; and use of Perkins, regional planning partnership (RPP), and other grants for IRCs

- Advanced degree in education or a related field
- Teaching experience in a high school career and technical education setting
- Career and technical education teaching experience in a postsecondary setting
- Leadership experience in K-12, AEA, and/or postsecondary setting
- Experience with work-based learning and industry-recognized credentials
- Passion for pursuing common goals in pursuit of public service
- Strong technical skills
- Strategic and analytical mindset
- Ability to work in complex situations and meet deadlines while leading teams as a non-traditional leader (no supervisory authority)
- Experience providing technical assistance and professional learning to educators
- Ability to interpret and break down highly technical or regulatory language, and present information in an understandable manner

The Education Program Consultant (WBL and IRCs) will be an integral member of the Bureau of CTE and Postsecondary Readiness, providing technical assistance, monitoring and support to school districts, Area Education Agencies, non-public schools, community colleges and industry as is relates to work-based learning and industry-recognized credentials.
Your Responsibilities:

Provide leadership and technical assistance for industry-recognized credentials (IRCs) to include:
Assist with CTE-related projects, including the development and preparation of policy, reports, and publications that integrate into the following areas: Work-based learning, industry-recognized credentials, concurrent enrollment, career academy development, career and academic pathways, secondary and postsecondary linkages, intersecting CTE, college and career readiness, and 21st century skills, and connections with business/industry.

Applicants must meet at least one of the following minimum requirements to qualify for positions in this job classification:
1) Graduation from an accredited four-year college or university and five years of full-time post-graduate work experience in any one or a combination of the following areas:
a. Professional training, teaching, or counseling experience in an educational setting;
b. Professional administrative experience in an educational setting;
c. Professional personnel administration including such areas as job analysis, performance appraisal systems, selection devices, or labor relations;
d. Professional finance, accounting, or auditing experience including the preparation or analysis of financial statements;
e. Professional experience in a major technical program area utilized by the Iowa Department of Education or Board of Educational Examiners.
2) A combination of a total of five years of post-graduate education and full-time experience (as described in number one), where twenty-four semester hours of accredited post-graduate college or university course work equals one year of full-time experience.
3) Graduation from an accredited college or university with a Master’s degree, possession of a valid Iowa Teaching Certificate, and three academic years of teaching and/or administrative experience in PK-12 and/or a post-secondary educational institution.
4) Possession of a School Business Official Authorization from the Iowa Board of Educational Examiners and seven years of full-time professional experience in finance, accounting, or auditing, including the preparation or analysis of financial statements.
