      This is a special project position with an expected end date of 2/7/26.

      This position will manage a caseload of participants in WIOA (workforce innovation and opportunity act) and state (Minnesota) youth employment programs. The Employment Counselor will provide case management services for youth and young adults ages 14-24 that are in need of education and employment services.

      Assistance will be provided to clients with an array of employment, training, and case management services to support them in preparing for, securing and retaining suitable employment. The Employment Counselor will provide outreach and recruitment; determine program eligibility; assess attitudes, interests and work skills; develops employment plans for clients; and provides career guidance and counseling to program participants. In addition, the Employment Counselor will work with community organizations/businesses to maintain and establish work experience sites and provide employment opportunities for participants.

      DESIRABLE EXPERIENCE:
      • Paid work experience utilizing Workforce One computer system at a government or non-profit agency to compile data, maintain online and physical case records, monitor compliance with policy as well as ongoing participation and progress of customers.
      • Paid work experience at a government or non-profit agency in building Employment Plans and performance knowledge regarding participation for Young Adults eligible for WIOA Youth and Minnesota Youth Programs along with policy knowledge of both programs.
      • Experience working with community organizations and/or business in developing and maintaining work experience sites is also preferred.
      • Knowledge of the Eligible Training Provider List established by Minnesota’s Department of Employment and Economic Development.


      SELECTION TECHNIQUE: Your training and experience will be rated based on the required
      application material submitted and the top-scoring candidates will be forwarded to the hiring department for further consideration.

      HOURS / DAYS: 8:00 a.m.-4:30 p.m. Monday-Friday. Work schedules (hours and days) and location are subject to change based on department needs.
      ANTICIPATED HIRING RANGE: $66,019.20 - $90,064.00 Annually

      MINIMUM QUALIFICATIONS: This position requires a Bachelor's Degree in Human Services, Behavioral Sciences, or Business and two years of full time work experience in a federal or state funded employment and training program.

      Provide employment counseling services:
      • Provide assessment and coaching for goal setting, decision-making, career planning, personal challenges, self-esteem building, job placement, motivational initiatives and referrals;
      • Determine customer needs, develop employment plans, implement and monitor employment and training programs;
      • Monitor program requirements and maintain compliance with state and federal guidelines to maintain funding sources;
      • Facilitate group work including orientation activities, support groups, job search groups, and retention groups;
      • Coordinate support services such as transportation, childcare, or other personal needs and make appropriate referrals to other agencies when necessary;
      • Conduct ongoing and post-employment monitoring of customer progress and achievement;
      • Compile data, maintain online and physical case records, monitor monthly spending levels of customers and prepare reports that reflect this data;
      • Facilitate orientation activities, support groups, job search groups, and retention groups;
      • Monitor monthly spending levels of customers; and
      • Use computer systems for case management and reporting.

      Build community relationships to enhance program opportunities:
      • Work with local employers to identify or develop possible employment opportunities;
      • Collaborate with staff, businesses, community agencies, and educational institutions to enhance employment opportunities; and
      • Develop, coordinate and monitor placement services promoted by Workforce Centers.

      Perform other duties as assigned.

      WORK ENVIRONMENT

      Semi-sedentary, involving office and outside field work. Lifting requirements may include occasional lifting up to 20 pounds. Exposures may include but not be limited to disagreeable odors, communicable diseases, body fluids and behavioral challenges. Use of general office equipment to include telephone, personal computer, dictaphone, calculator, lap-top computer, etc. Additional physical/mental requirements that occur may not be listed above, but are inherent in performing the position's essential functions.
