      Main Purpose and Function

      The Engineering Assistant IV assists Project Managers to provide full life-cycle project management of various civil infrastructure and consulting projects. The position is responsible for implementing and maintaining project and construction management practices; developing and coordinating project schedules and completing progress reporting; and tracking and monitoring financials to implement projects at the Vancouver South Transfer Station and Landfill.

      Specific Duties & Responsibilities

      • Performs a variety of technical and administrative duties in the Transfer and Landfill Operations Branch.
      • Analyzes, verifies, and processes large volumes of information/data to be used by Engineering Services and external stakeholders to facilitate in both short and long term project management success.
      • Collects, coordinates, integrates and controls the project lifecycle scope, cost and schedule on select projects in the planning and implementation of capital construction projects
      • Assists in the development and maintenance of project documentation; Project Charter, PEP, risk register, stakeholder plans, schedule, cost tracking and report.
      • Acts as a liaison and coordinator between Landfill Operations and/or construction contractors; chairs meetings related to assigned projects; reviews plans and working drawings at various stages for conformance to project guidelines and established standards; monitors work progress
      • Interprets engineering drawings and work packages; verify technical information and document field observations; retrieve and interpret field observations and studies.
      • Assists in the inspection and the reporting of construction work and materials.
      • Prepares and/or assists in the delivery of stage gate approval presentations to executive and senior management.
      • Trains and provides project management technical oversight to peers and junior staff.
      • Recommends and gathers project metrics (KPIs); complies data and performs graphical representation work related to the preparation of reports and presentations.
      • Assists and participates with the public consultation processes; assists in compiling and summarizing public input.
      • Collaborates with Supply Chain Management on project procurement needs and processes; statement of work, RFP/RFQ/RFA reviews, evaluation/selection, tender packages, contract administration and invoicing.
      • Conducts standard and specification gap analysis on projects and then recommends approach and procedures.
      • Other duties/responsibilities as assigned

      Qualifications

      Education and Experience:

      • Diploma in Civil Engineering, Project Management, Construction Management supplemented by technical courses with considerable practical experience related to the work, or an equivalent combination of training and experience.
      • Experience with procurement procedures and contract administration including working with external contractors/consultants
      • A current and valid BC Driver's License is highly desirable.

      Knowledge, Skills and Abilities:

      • Sound knowledge of engineering design principles and methods
      • Understanding and knowledge of Project Management principles and processes
      • Familiarity with procurement procedures and contract administration.
      • Strong interest in sustainability initiatives
      • Strong analytical and problem solving skills including the ability to gather, analyze, and synthesize information.
      • Excellent organizational and records management skills and understanding of Organizational Quality Management procedures.
      • Excellent customer service skills and the ability to deal tactfully and effectively with the public and staff.
      • Strong interpersonal, written and oral communication skills.
      • Ability to work effectively on multiple tasks/projects simultaneously with minimal supervision and under tight timelines.
      • Ability to work independently in a fast paced, multiple and competing deadline environment
      • Ability to perform complex technical analysis and make engineering computations and estimates
      • Ability to generate reports (written, spreadsheets, graphical) and make recommendations
      • Ability to direct and supervise the work of junior staff
      • Ability to read and interpret engineering drawings and technical data
      • Ability to perform engineering computations and estimates
      • Ability to read and interpret policies
      • Ability in establishing effective working relationships with all internal and external contacts
      • Ability to work outdoors in inclement weather

      Where operationally appropriate and subject to change, the City of Vancouver has a Flexible Work Program. This program allows staff to work remotely 1 – 4 days a week from locations that are a daily commutable distance from their work at a City worksite. At this time this position is eligible to be part of the Flexible Work Program.

      The City’s COVID-19 vaccination policy is currently suspended and as a result, vaccination against COVID-19 is not required at this time. However, should circumstances change and the City deem it necessary to re-introduce such policy, you may be required to provide proof of vaccination against COVID-19 in order to be eligible to continue performing your duties.
