      This position supports staff Environmental Compliance Section by performing technical functions related to the permitting, monitoring and reporting for Water Reclamation Facilities, Drinking Water Treatment plants, effluent reuse systems, and biosolids systems. Provides technical and administrative support to the Environmental Compliance Manager and supervisor. Engineering, Operations, Field Services, Customer Service, Business Services, and outside consultants/companies/general public by performing the following duties. Position works on the overall environmental compliance of Toho Water Authority, reporting to the Environmental Compliance Manager.
      1. Assist with permit applications and associated reports, including plant operating renewal permits for engineer's approval. Review the draft facility permits for acceptance. Complies with post-permit and regulations by researching and applying permit conditions and regulations. Track permitting and reporting status and due dates, associated reports includes, but not limited to Biosolids Report, Annual Reuse Report, Wetland Monitoring Report, RIBs and Reclaim Report, QPRs and consumer confidence reports (CCRs).
      2. Coordinates activities with plant operators, supervisors, and field services on malfunction reports, spill reports, boil water notices, routine and special sampling events, and responds to inquiries related to permits, reporting and department activities and procedures. May need to work with a variety of personnel to investigate issues.
      3. Assists with water use permit compliance and reporting. Retrieve data from HachWims report data to South Florida Water Management District.
      4. Assists operations with Sanitary Survey’s. Compile information requested by FDEP prior to the survey, and follow up with requests for additional information after the survey. Participate in pre-survey site preparation.
      5. Inputs, analyzes, stores, retrieves and evaluates data regarding, but not limited to: flows, influent/effluent parameter trends, rainfall data, water level data, and other relevant data. Graphing and interpretation of data as necessary.
      6. Assists with private development permits applications with technical plant and appropriate information. Tracks clearances and outstanding flow commitments to accomplish this task. Conducts site inspections by organizing and attending routine internal and regulatory inspections; and communicating with consultants, staff, contractors, and regulators to ensure issues are remedied.
      7. Performs monthly pretreatment surcharge calculations and assist with implementation of the Industrial Pretreatment Program.
      8. All other duties as assigned.
      Any combination of training and experience that would provide the required knowledge, skills and abilities is qualifying. A typical way to obtain that required qualification would be:
      1. Bachelor’s degree in Biology, Chemistry, Natural Sciences, or related field preferred
      2. Requires broad knowledge in water, wastewater and reclaimed water systems.
      3. Minimum of 4 to 6 years of relevant experience.
      4. Must possess and maintain a valid State of Florida Class E Driver's License.

The employee is occasionally required to stand; walk and bend, kneel, squat, or crawl. The employee must frequently lift and/or move up to 10 pounds and occasionally lift and/or move up to 25 pounds. Specific vision abilities required by this job include close vision, distance vision, color vision, peripheral vision, depth perception and ability to adjust focus.

The noise level in the work environment is usually moderate. Environmental factors include indoor, flat surface, noise, sitting with occasionally walking and standing.
