      This position currently qualifies for a hybrid telework option with routine office and remote workdays. The NC Department of Environmental Quality trusts our employees to be self-motivated and successful in hybrid/remote roles. Telework options are subject to change at the discretion of management.

      The Environmental Specialist II position is is responsible for the protection and safeguarding of human health and the environment from the potential adverse effects of improper hazardous waste management by ensuring industry's compliance with then N.C. Hazardous Waste Management Rules and Regulations codified at 15A NCAC 13A. The position is responsible for comprehensive site inspections/investigations which include waste stream identification, knowledge of industrial processes, accumulation practices, recordkeeping requirements, various waste treatment, storage & disposal management processes and technical assistance for a ten (10) county area (Davie, Davidson, Randolph, Rowan, Cabarrus, Stanley, Montgomery, Union, Anson, and Richmond) located in the western part of the state. The position is also responsible for investigating complaints, responding to emergency response situations involving hazardous waste (fire, spills, and explosions), and providing technical assistance (written and verbal) to both industry and the general public. Selected applicant must reside within, or no more than 40-miles from, one of the ten (10) assigned counties. Must possess N.C. driver's license or ability to obtain prior to employment

      Key Responsibilities:
      • Conducts regulatory compliance inspections at hazardous waste generators, hazardous waste treatment, storage and disposal facilities and any other facility managing RCRA regulated wastes to ensure compliance with NC Hazardous Waste Management Rules.
      • Performs complaint investigations, emergency response visits and sampling activities related to the management of hazardous waste. Coordinate activities and findings with local, state, and federal agencies as necessary.
      • Prepares comprehensive reports that clearly document inspection/investigation findings including specific statutory or regulatory violation citations when applicable. Prepares detailed enforcement packages and violation notices.
      • Provides presentations and technical assistance to the regulated community and stakeholders.
      • This position is required to continuously update their technical and professional knowledge to effectively implement the variety of statutes, rules, regulations, and standards necessary to ensure the protection of the citizens and environment of North Carolina.
      The Division of Waste Management:The primary purpose of the Division of Waste Management is to protect the public health and environment through assuring that solid and hazardous wastes and underground storage tanks are managed properly, and existing contamination is cleaned up across the State of North Carolina. This is accomplished through the Hazardous Waste, Solid Waste, Superfund and Underground Storage Tank Sections, and the Brownfields Redevelopment Section.       Minimum Education and Experience Requirements

      Bachelor's degree in one of the agricultural, biological, engineering, environmental or natural resource sciences or a closely related curriculum from an appropriately accredited institution and two years of experience related to the area of assignment; or an equivalent combination of education and experience.
