      Position Statement

      This Public Service Administrator in the Equal Pay Unit is located in Springfield, IL. This position serves under the direction of the Conciliation and Mediation Division Manager. The ideal candidate requires the ability to manage the Equal Pay Act program activities, implements policy and procedures, including performance goals and objectives for the Equal Pay Act Section. Develops strategic goals and tracks project performance. Develops templates and criteria for reporting requirements for the Equal Pay Act. Approves public reports as required under the Equal Pay Act. Develops and executes procedures, including rulemaking and development of internal policies and procedures. Responds to auditor requests and other oversight requests.       Minimum Qualifications

      1. Requires knowledge, skill, and mental development equivalent to completion of 4 years of college, preferably with courses in business or public administration.

      2. Requires prior experience equivalent to 3 years of progressively responsible administrative experience in a public or business organization.

      Essential Functions

      1. Manages the Equal Pay Act program activities, implements policy and procedures, including performance goals and objectives for the Equal Pay Act Section. Develops strategic goals and tracks project performance. Develops templates and criteria for reporting requirements for equal pay act. Approves public reports as required under the equal pay act. Develops and executes procedures, including rulemaking and development of internal policies and procedures. Responds to auditor requests and other oversight requests.

      2. Oversees enforcement of Equal Pay Act: Assigns complaints and makes determinations on investigations. Directs investigations of illegal activities under the equal pay act. Directs audits of agencies to ensure compliance of requirements under Equal Pay Act. Makes determinations on violations, assesses penalties, and refers matters for enforcement to the Illinois Attorney General’s Office. Travels to employers’ agencies to conduct inspections and training.

      3. Serves as working supervisor for the Equal Pay Act Section: Assigns and reviews work. Provides guidance and training to assigned staff. Counsels and evaluates staff regarding work performance. Assigns staff to meet day-to-day operating needs. Establishes annual goals and objectives for employees. Approves time off. Prepares and signs performance evaluations.

      4. Assists the Division Manager. Participates in resolution of administrative problems and recommends resolutions and coordinates implementation.

      5. Performs other duties as assigned that are within the scope of the duties enumerated above.

      Preferred Qualifications

      1. (3) years of project management experience.

      2. (2) Two years of experience working with Labor Law rules, Acts, and regulation

      3. (3) years of experience exercising judgment and discretion in developing, implementing, and interpreting departmental policies and procedures.

      4. (2) years of experience managing bargaining unit employees

      Conditions of Employment

      1. Requires ability to travel in the performance of duties, with overnight stays as appropriate.

      2. Overtime is a condition of employment, and you may be requested or required/mandated to work overtime including scheduled, unscheduled, or last-minute overtime. This requires the ability to work evenings and weekends.

      3. This position is considered medium work as defined by the U.S. Department of Labor (20 CFR 404.1567(c)). Medium work involves lifting no more than 50 pounds at a time with frequent lifting or carrying of objects weighing up to 25 pounds.
