      *This position may report to one of the Pennsylvania Turnpike Commission's offices: Central Office (Middletown) or Western Regional Office (New Stanton).

      Job Purpose and Summary

      This position involves work to develop proficiency in the Electronic Toll Collection (ETC) field within the Pennsylvania Turnpike Commission (PTC). An employee in this position works with higher level ETC professionals to acquire an understanding of investigation practices, methods, and procedures. The incumbent will receive instruction through demonstration, participation, and performance of increasingly more difficult assignments. Close supervision is provided by supervisors or higher-level ETC professionals who assign work, give preliminary instructions, review work, and ensure adherence to established policy and procedures. Upon successful completion of twelve (12) months in this position, employees may be recommended for reclassification to the next level in the series.

      Essential Functions & Responsibilities

      Participates in a program that provides on-the-job training and experience in the investigations area of the Electronic Revenue Collection (ETC) Department. Develops practical proficiency in the use of investigative and management principles.

      Observes and assists higher level departmental staff with administering ETC investigations.

      Assists with investigations to address non-payment of tolls. Provides assistance in developing an investigative workplan to identify basic case information, investigative methods to be done, documentation/data collection sources, risk assessments/issues and an outline of the full investigation timeline.

      Participates in research using computerized databases to gather records and other information to support investigations. Aids in examining and analyzing data to identify links in chains of evidence or information.

      Maintains detailed documentation and activity log on investigations.

      Attends interviews with suspects and witnesses. Documents interviews and records as evidence.

      Compiles data and drafts correspondence, communications, and reports.

      Provides assistance to higher level ETC professional staff with special projects as assigned.

      Attends meetings, trainings, and seminars.

      Uses situational awareness to anticipate and prevent accidents.

      Performs related duties as assigned.

      Qualifications

      Four (4) years of experience in criminal justice, business management, or related field OR a bachelor’s degree in criminal justice, business management, or related field. Equivalent combination of education and/or experience may be accepted.

      Possession of a valid driver’s license. Must obtain and maintain a valid Pennsylvania driver’s license within six (6) months of employment.

      Physical Demands and Work Environment

      Position demands include frequent speaking, writing, and reading reports. Position requires frequent work at a computer utilizing business programs and PTC specific operating systems. Position requires frequent travel and/or fieldwork with exposure to roadway traffic. Occasionally works outside of normal business hours for assigned work assignments.

      Office environment with low levels of noise, adequate lighting, and comfortable temperature. Field environment may include exposure to moderately adverse and undesirable conditions. Physical environment is generally safe, but safety equipment or precautions must be followed in field conditions.
