      POSITION GOALS

      To provide comprehensive and strategic account management, facility, financial, contract/procurement management and Risk Management with a focus on continuous improvement. To achieve financial and operational SLA’s and KPIs established by the Client and the JLL Regiona/Local Account Management team. Delivery of services in accordance with client SOW’s for Facilities Management, EHS, Procurement, Critical Environment and Risk Management.

      DUTIES AND RESPONSIBILITIES

      The Facilities Manager/ Site Lead must be a team player and work with other members of the team to meet all SLAs and KPIs as set out in the management contract. Engineers, Senior FCs, Finance Admin, Procurement resource reports to him/her directly.

      Procurement and Vendor Performance Management

      • Direct and oversight function on vendor procurement and management practices at client site (JLL direct vendors and Client direct vendors). For JLL vendors ensure negotiation and tendering, including tender documentation; evaluation of tenders and preparation of contracts is in accordance with agreed client and/or procurement guidelines.
      • Direct and oversight on vendor contract and operational management based on JLL standard governance structure
      • Direct and oversight function on End-to-end vendor performance management.
      • Direct responsibility function on vendor coordination and compliance to Service contracts
      • Program Management, ensure compliance JLL and Client business ethics protocol
      • Directly responsible on Vendor Service Contracts and COI compliance based JLL S&P Jaegger compliance metrics
      • Directly responsible on the execution of JLL Sourcing & Procurement mandatory trainings to all JLL FM team members

      Financial Operations and Management

      • Direct responsibility on OPEX and CAPEX operational & financial management
      • Plan, review, analyze & reporting of OPEX budget variances
      • Direct responsibility on Accounts Receivable from Client and Accounts payable to Vendors based JLL-HQ finance compliance metrics

      Directly responsible on the execution of JLL Finance mandatory trainings to all JLL FM team members

      • Directly responsible in leading periodic finance reviews towards process improvements

      Facilities, H&S, Engineering & Soft Services Operations

      • Directly responsible in planning & implementation of comprehensive energy management program
      • Directly responsible in planning and implementation of Waste management program
      • Directly responsible in planning and implementation of Technology services and management program
      • Directly responsible in implementing facilities/building procedures, performance reviews and measures to ensure simplification, efficient and accuracy of work methods and reliability of systems.
      • Directly responsible in planning, managing & implementation of Preventive and Planned Maintenance programme to minimise maintenance, repair and replacement costs together with minimising the risk of plant failure.
      • Oversight function, ensuring that the team liaises closely with local JLL Subject Matter Experts to maintain and ensure service standards are maintained and met
      • Directly responsible for Program management, recommend continuous quality improvement practices. Ensuring best practices & initiatives in the country and region are reapplied and followed-up to maximize the benefits & value add to client
      • Program management, ensure consistency of regional policies & procedures with constant updating of JLL Platforms and that all staff have adequate familiarity with the systems as well as the policies
      • Program management, implement, comply with and audit all internal management systems, for quality assurance
      • Ensure all JLL Critical Environment (CEM) requirements are consistently met.
      • Ensure all Reactive Maintenance is completed as per the agreed timeframes.
      • Overall responsible for Financial Management requirements are completed in a timely and accurate manner.
      • Overall responsible for planning, creation, review and execution of JLL Site Field Manual for all services. (Engineering & Maintenance operations, Health & Safety, Environment, Soft services, Financial, Sourcing & procurement, Business continuity Plan)
      • Oversight, ensure all Vendor partner deliverables are delivered, measured and evaluated
      • Overall responsible in consistency implementation and compliance to JLL OPSAIDE audit, Local Regulatory as well as Mandatory Accounts Deliverables
      • Overall responsible in consistency implementation and compliance to Client specific audits

      Risk Management

      • Program execution and management ensure coordination of a property risk management program which identifies major property risks including occupational health and safety, fire safety and essential services and environmental.
      • Directly responsible, ensure data integrity of all information loaded into systems and comply with the audit process from time to time
      • Program execution and management, ensure development of guidelines and strategies to protect health and safety of staff and others, protect Client and JLL reputations.
      • Program execution and management, ensure disaster recovery and business continuity planning is exercised, implemented, maintained and reviewed regularly
      • Program execution and management, ensure escalation procedures are in place and observed for incident and problem reporting including advice to JLL & Client Regional Managers and insurance company.
      • Program execution and management, ensure Client’s Integrated Health & Safety Checklist Compliance & Program are achieved and implemented
      • Program execution and management, ensure Environmental Checklist and Program Compliance

      Profitability/ Savings Initiatives:

      • Directly responsible, develop potential initiatives and strategies that lead to cost savings and service improvement are consistently implemented
      • Directly responsible, develop/create Value engineering initiatives program

      Customer Service / Client Relationships:

      • Directly responsible, SPOC to evaluate service response time and analyze occupants’ service request trends and suggestions
      • Directly responsible, pro-actively develop and manage client/business unit relationships ensuring that the expected service levels are achieved across the region.
      • Directly responsible, Lead by example and groom the team in achieving maximum client satisfaction level

      Management Reporting:

      • Directly responsible, ensure that the team delivers meaningful inputs across the region in the development of monthly management reports.
      • Directly responsible, Lead in monthly, SLA & KPI reporting for Client’s acceptance
      • Directly responsible, administer and submit/update accurate data in JLL platforms
      • Directly responsible, Lead in developing and creating monthly reporting and Semi-Annual Business Review

      Training, Learning & Development:

      • Directly responsible, ensure the team is well trained on all facilities policies, procedures and systems. Work closely with the JLL COE’s to devise new and innovative methods of learning built around skill development, leadership and succession planning
      • Directly responsible, ensure JLL HR, S&P, Finance, HSSE, and JLL EO FM competency training are planned and delivered
      • Directly responsible, ensure JLL Business Ethics, Data Privacy & Information safety and Sustainability trainings are planned, and implemented.
      • Directly responsible, ensure compliance to JLL & Client Business Ethics program and Data Privacy/Information Security program

      Leadership / Staff Management:

      • Actively encourage an environment that supports teamwork, operation & performance excellence
      • Act as overall Leader and a coach for the team ensuring high staff morale, trust and work ethics.

      KEY PERFORMANCE MEASURES and KEY

      Refer to the JLL My Performance Goals and Client agreed Service Level and Key Performance Measures .

      • Ensure and consistent compliance to SLA & KPI Targets

      COMPETENCIES

      • Bachelor’s degree in Mechanical or Electrical or Electronics engineering
      • License engineer
      • Great Interpersonal skills, excellent written and oral communication skills
      • Able to adapt in a fast-paced working environment and versatile in meeting client’s changing needs and requirements
      • Strong analytical, organization and administration skills
      • A team Leader with line management skills and the ability to delegate
      • Strong technical comprehension and knowledge in Outsourcing services
      • Knowledgeable in Critical Environment Management (Clean Room, Data Center, Server rooms)
      • Knowledgeable in local regulatory laws: LGU, PEZA, DOE, BFP, DOLE-Labor, DOLE-OSH, DENR
      • Process oriented, Strong and experienced in Facilities OPS, Maintenance Engineering, Administration & Soft Services
      • Process oriented and strong Financial acumen (Budget management and financial analysis)
      • Vast experience in minor project planning/implementation, MACs Implementation & Management
      • At least 5 years work experience in a Managerial role
      • At least 12 years total or combination work experiences in IFM, Maintenance Engineering, Property Management, Construction or Project management. (BPO Facilities, Large commercial buildings, Manufacturing facilities, Hotel back of the house)
