- Apply expertise in conducting learning needs analyses and design and develop practical learning solutions rapidly using the latest innovations in instructor-led and virtual instructor-led online, mobile, and social learning while also supporting key technology projects to organize and deliver training content in a highly integrated and cohesive manner.
- Develop course maps, instructional plans, and course materials in collaboration with other instructional systems designers and psychometricians.
- Lead the development of course materials, including presentations, instructor guides, participant guides, experiential learning activities, handouts, and student knowledge checks.
- Facilitate the course design process, expertly navigating through review phases and working with FEMA subject matter experts to meet desired learning objectives.
- Lead course development meetings with the client and leverage effective project management/communications skills to track action items, maintain forward momentum, and incorporate various perspectives and requirements into training materials.
- Ensure that courses are technically accurate and free of grammatical errors.
- Ensure the course meets 508 compliance and all other requirements by FEMA for course production.
- Collaborate and share best practices in the design and development of learning programs and apply sound instructional design principles, processes, and methodologies.
- Implement and integrate new and existing learning technologies and delivery methods, including ILT, vILT, online learning, webcasts, mobile, social, video, microlearning, and authoring tools.
- Identify the most appropriate methods to maximize learning and user engagement.
- At least five years of experience in instructional system design and a BA/BS degree.
- Project management skills, including effective time management, documented task tracking, and the ability to balance multiple projects and tasks simultaneously.
- Experience facilitating dynamic discussions and presenting material to large groups.
- Proficiency using technology to design course materials and track course development.
- Ability to collaborate on products with clients and teammates.
- Strong attention to detail, technical writing, notetaking, and QA/QC.
- Must be a U.S. Citizen.
- Ability to pass and maintain a federal government background check (or security clearance - Public Trust).
- Ability to travel occasionally, 20% or less
- Experience with the FEMA Qualification System (FQS) or other training related to Federal disaster deployments
- Experience with FEMA training development standards.
- Familiarity with FEMA's organization, roles, and responsibilities.
- Experience with disaster field operations / deployments with FEMA or other relevant response agencies.

CONSTANT is currently seeking Instructional System Designers to support the development of training courses for the FEMA Qualification System (FQS). Candidates shall have experience and be responsible for course development, up to and including final production as online or in-person courses.
