Skill as a technical expert in preparing and managing budgets, including multi year forecasts and fiscal plans and overseeing the financial health of an organization ensuring funds are allocated efficiently and in line with legal and policy guidelines.
Skill as a technical expert in grant administration, including developing, recommending, and implementing policies and procedures related to grants management.
Ability to ensure compliance with fiscal rules and policies, monitor and assess compliance, and make recommendations for improvements.
Strong ethical judgment, especially regarding public funds management
Strong interpersonal skills, including situational awareness, conflict resolution, giving/receiving feedback, active listening, adaptability, tact and patience.
Ability to effectively communicate in written, oral and visual form.
Ability to identify a problem or goal, gather information, evaluate alternatives, consider risks and make recommendations.
Ability to partner cross-functionally from beginning, through implementation, and finally evaluation of a strategic project.
Ability to demonstrate positive attitude, excellent interpersonal skills, cultural sensitivity, and a sense of humor in working with customers, coworkers, and community.

Education requirement: Bachelor's Degree in Accounting, Finance, Economics, Business Administration, or a directly related field.
Experience Requirement: Three (3) years of full performance, professional level experience overseeing and administering functional or operational aspects of fiscal business operations.
Education/Experience Equivalency: One (1) year of the appropriate type and level of experience may be substituted for each required year of post-high school education.
A combination of appropriate education and experience may be substituted for the minimum education and experience requirements.

About Our Department
Financial Services supports both internal and external customers and stakeholders in all aspects of money related services, such as procurement, accounts payable, grant administration and budget management. Our staff provides training, processing, reporting, and customer support to ensure DPL’s resources are used in accordance with city fiscal rules while upholding our value of Honoring the Public Trust and Strengthening Connection. The current primary focus for the finance team is providing consistent, transparent, high quality communication and processes.
About The Job
DPL is hiring a Finance Manager (Budget & Grants) to manage a budget and grant team within the Financial Services Subdivision. In this position, you will integrate the existing grant team into Financial Services and build a budget team to support the increasing complexity of the library’s budget. The Manager will oversee fiscal activities and projects within budgeting and grant management, provide leadership and technical expertise, develop short-term and long-range planning initiatives, and outline goals, objectives, and priorities for the functional area. This will include activities such as planning and management of the annual budget process, long range forecasting, active pursuit of strategic grant opportunities and managing team performance and professional development. Customer service is a primary focus as you work closely with internal and external stakeholders to enhance their understanding of budget and grant processes and organizational decisions.

This position is based out of the Central Library in the Civic Center area of downtown Denver and does not have free parking.
The Financial Services team works with a hybrid schedule with up to two days a week in the office.
After successful transition there are possibilities for flexible schedules, such as a 9/80 or 4/10 work schedule.
