      Program Description

      TechnoServe is currently launching a 5-year, multi-million-dollar USDA-funded coffee sector development project in Burundi. The Burundi Better Coffee Initiative aims to strengthen the competitiveness of Burundi’s coffee sector by improving on-farm production, local processing, marketing, and the supportive ecosystem. We are actively recruiting for various positions to manage and deliver different program components including finance, human resources, and field project operations. We are currently seeking a Financial Controller based at TNS headquarters in Bujumbura.

      Position Description:

      The Senior Financial Controller is responsible for directing the financial functions of Burundi program in accordance with generally accepted accounting principles and TNS financial policies. This position will directly manage a small team of employees and will supervise or perform the following functions:

      Roles and Responsibilities:

      Financial and Strategic Planning

      • Direct and coordinate Burundi financial planning and budget management functions
      • Establish and implement short and long-range departmental goals, objectives, policies, and operating procedures;
      • Monitor the liquidity position of Burundi program cash positions to ensure that business cash flow adequately supports project activities;
      • Participate in the formulation of strategic and policy decisions related to the design, development, implementation and evaluation of sound financial management systems;
      • Develop, implement, and manage financial activities that support the fulfillment of the country strategic objectives.

      Finance Administration

      • Lead the overall system maintenance and data integrity of MS Dynamic Navigator, providing training on the system to new and existing finance staff;
      • Ensure timely monthly closure in compliance with TNS timelines;
      • Maintain all balance sheet accounting, producing consistent and accurate supporting schedules and reconciliations;
      • Ensure accounting data accuracy and timeliness for informed decision-making, timely identification and correction of errors for transactions posted in the General ledger;
      • Implement grant tracking/monitoring system and monitor expenditures;
      • Analyze business performance/results by budget, task codes, location/branch offices, and other cost centers as required; provide result of such analysis to senior management;
      • Oversee overall financial services for efficient and effective service delivery

      Regulatory & Statutory Compliance

      • Ensure compliance with TNS policies and procedures;
      • Ensure all taxation and legislative requirements of Burundi government are compiled with at all times;
      • Review expenditures and processes to ensure grant compliance with donor requirements;
      • Keep abreast of changes in regulations which may affect the accounting functions of the organization and communicate all changes and updates to the organization accordingly

      Asset Management

      • Insure TNS property for all possible risks;
      • Ensure protection of the organization’s assets through development and application of the internal controls.

      People Management and Technical Support

      • Oversee daily operations of the finance departments;
      • Complete periodic performance assessment of subordinates;
      • Provide technical support to subordinates and program staff in financial, grant, and administrative management;
      • Provide periodic training to staff on internal control procedures and accounting tools. Update and maintain standard accounting forms.

      Year End Audit

      • Prepare and maintain an annual audit field for review by internal and external auditors;
      • Lead the selection and periodic evaluation of audit firms;
      • Liaise with external audit on the implementation of audit recommendations given in the reports to TNS;
      • Ensure that accounting filing structure (paper and electronic) is organized and audit-ready.

      Financial Reporting

      • Produce periodic management reports for country leadership;
      • Produce Burundi government regulatory body statutory reports per the required format and reporting timeline;
      • Initiate and present other reports, statistics, and presentations as requested by senior management and line managers;
      • Perform other relevant duties as assigned by the Chief of Party.
      • Produce donor reports within the required timelines and in accordance to donor requirement.

      Knowledge, Skills and Abilities

      • Bachelor's degree in Accounting/Financial Management with minimum of 10 years of experience in all aspects of accounting & financial management. An MBA is preferred and a minimum of 5 years of experience would be required. (CPA, ACCA a plus);
      • Demonstrated experience and skill in planning; budgeting and forecasting; financial management and financial reporting; preferably with an international NGO;
      • High degree of communication skills particularly attuned to working well with non-finance professionals;
      • Knowledge of grants management a plus to include key donor reporting requirements (USAID, World Bank and other international donors) an advantage;
      • Adept at working in a fast-moving environment providing accurate and timely information to a high standard;
      • Familiarity with basic accounting packages, advantageous if working with advanced accounting software such MS Dynamic Navigator;
      • Sound knowledge of Generally Accepted Accounting Principles.
      • Excellent skills in Microsoft Word, Excel, PowerPoint, Outlook.
