- Organize, direct, and coordinate the financial activities of the department.
- Assist in the development and implementation of program goals, policies, and priorities.

- Experience with financial regulations, policies, and procedures related to the administration of federal housing programs such as Community Development Block Grant, HOME and Emergency Solutions Grants, and State housing programs such as the Permanent Local Housing Allocation, Local Housing Trust Fund, Housing for a Healthy California, Homekey, and others is highly desirable.
- Organize, direct, and coordinate the financial services activities of the department.
- Supervise and coordinate a wide variety of financial and operational activities related to assigned department.
- Direct department budget preparation providing justification on budget items; justify budget recommendations; coordinate budget activities with department leadership and the County Executive’s Office.
- Prepare financial reports for department leadership and advise the department’s executive team regarding budget recommendations, fiscal services, and systems.
- Coordinate preparation and submission of the department’s deliverables for various financial audits.
- Maintain budgetary and fiscal controls; perform cost-benefit analyses; provide interdepartmental managers with forecasts of revenues and expenditures.
- Maintain accounting and auditing controls; establish, balance, and reorganize records.
- Participate in the administration, monitoring, and evaluation of departmental contracts.
- Develop and supervise the maintenance of statistical reporting systems of the department, and direct statistical research, cost analysis and program evaluation, as necessary.
- Conduct analysis or direct the automation of various fiscal and programming record keeping processes.
- Design and recommend systems, procedures, forms, and instructions for departments.
- Supervise payroll, accounting, property control, purchasing, revenue collections, research and statistics, other related services of assigned department.
- Conduct studies and make recommendations regarding organization, program activities and internal procedures.
- Conduct or participate in negotiating contracts with outside vendors, consultants, or organizations: monitor and evaluate fiscal and legal liability of same.
- Select, supervise, train, and evaluate professional, technical, and clerical personnel.
- Perform related duties as assigned.
- Education: Equivalent to a bachelor's degree from an accredited college or university in accounting, auditing, economics or business administration or other field applicable to the responsibilities and abilities required by the position.
- Experience: Three years of increasingly responsible experience performing a wide variety of financial duties in a large, complex public agency.
- Various HUD and State housing programs, policies, regulations, and procedures.
- Other Federal, State, and local laws and regulations applicable to assigned area of responsibility, such as public liability and/or accounting laws.
- Fiscal management and oversight of affordable housing loan portfolio, including relevant asset management systems.
- Accounting and asset management related to stewardship of real property, including but not limited to undeveloped land, hotels, commercial property, and residential property, including leasehold and fee simple ownership.
- Advanced principles and practices of accounting, research methods and financial planning.
- Basic principles and practices of County department operations and its administration and organization.
- Advanced principles of financial administration, including public budgeting and reporting.

- Oversee all fiscal reporting to County and other funders, including management of procedures necessary to secure reimbursement of funding in compliance with funder agreements.
- Direct and participate in the analysis of a wide variety of moderate to complex
administrative/operational problems and make effective operational and/or procedural recommendations. - Translate and present complex financial information in formats easily understood by others.
- Interpret departmental policies, guidelines, and procedures; develop recommendations for improvements, as necessary.

The Department of Housing’s Housing Community Development division (DOH-HCD) is federally funded through the U.S. Department of Housing and Urban Development (HUD), various State of California programs, County of San Mateo Measure K tax revenues, and other resources with an annual budget of more than $100 million. DOH-HCD collaborates with diverse stakeholders to facilitate the development and preservation of affordable housing through the provision of local, state, and federal funding, along with the sharing of best practices and innovative policies. DOH-HCD supports public service agencies, microenterprises, homeless and transitional shelters, core services organizations, and fair housing organizations through grant funding and technical assistance.
The mission of the Department’s Housing and Community Development division is to increase the supply of affordable housing and create opportunities for people at all income levels and abilities to prosper by supporting livable and thriving communities.
The salary range for this position is $121,285 to $151,632 annually.
