      Position duties include provide service, consultation, and oversight review to agency controllers, budget directors, and chief financial officers. Implement new accounting standards and clarify accounting theory. Formulate and prescribe plans, policies, and procedures for the recording of state budgetary and accounting events, and ensure the plans, policies, and procedures are executed timely and accurately in the state's financial system.


      Advise the State Controller on highly complex and technical accounting and financial issues. Provide accounting services to state agencies and Institutions of Higher Ed.


      Review, analyze, evaluate and monitor statewide budgetary and accounting balances and related variances and report to the State Controller on those balances and variances. Serve as State Controller liaison with state agencies and work groups to interpret, negotiate, and resolve issues with statutes, rules, and regulations, and statewide financial matters.


      Assist the State Controller to establish statewide Fiscal Rules. Provide training to agencies, for the implementation of prescribed policies and procedures to improve overall statewide budget control, accounting and financial reporting. As delegated from the State Controller, approve budget documents, fiscal rule waivers, loans & advances, external bank accounts, petty cash and change funds, accounts receivable write-offs, determine agency compliance with the capital construction six-month rule, perform security administration for the state's financial systems.


      Collaborate with the Financial Reporting Unit to prepare, analyze, and/or review various portions of various statewide financial and statutory reports.



      A summary of the duties and responsibilities will include, but are not limited to, the following:


      Legislative Implementation

      Formulate and implement strategic procedures and policies for the control of statewide operating and capital construction expenditures within appropriated and/or non-appropriated budget limits in conformance with applicable state statutes, legislative and executive intent, grantor intent, and compliance with the agency's approved work program. Review and approve the timely recording of all budget authority in the state by approving appropriation documents prepared and submitted by agency controllers and budget officers, and the performance budgeting module. Review and ensure the accuracy of reporting of appropriations that may include, but not limited to, status updates on emergency supplemental and capital construction reversions.


      Fiscal Monitoring, Technical Accounting Assistance, and Oversight

      • Ensure that statewide financial reports are accurate, complete, and timely by reviewing and analyzing asset, liability, revenue, expenditure, and fund balance account balances to determine if they are in accordance with generally accepted accounting principles.

      • Advises agencies of necessary adjustments or corrections to inaccurate balances. Evaluate and approve proposed journal adjustments to those balances, and evaluate other supplementary information provided by the agencies.

      • Monitors agency management of cash, inventories, accounts receivable and other balance sheet accounts by identifying negative cash balances, reviewing and approving requests for loans and advances submitted by state agencies, and monitoring agencies quarterly revenues and expenses and periodic variance analysis.

      • Provides quality technical assistance to departments, central control agencies and the State Controller on the new accounting standards and the application of GAAP, and the interpretation and application of State Fiscal Rules and the State Controller's policies, procedures, and statutes.

      • Monitors and advises state agencies on reporting of all financial activities and their proper account classification by responding to agency questions. Maintains a working knowledge of GAAP, laws and regulations, Colorado financial and budget processes, and agency processes. Writes/edits financial policies and procedures.

      • Provides continuous education and training to state agency controllers and staff by conducting individual and group training sessions on emerging accounting issues and state policies. Annually provides training on the policies and procedures used to open and close the State's accounting records, for new employees and existing staff in all departments, agencies, and institutions of higher education. Provides training on other topics such as financial system security for security administrators, capital construction accounting, and Fiscal Rules interpretation.

      • Based on identified needs, develops and conducts training for individual agency staff groups. Communicates the policies, procedures and relevant issues of the OSC by providing accurate, complete, and timely information.

      • Assess the needs of assigned departments and determine any action necessary to assist them in the implementation of the issues communicated. Establishes contacts and develops a working relationship with the appropriate personnel at assigned departments. Listens to agency concerns and responds with appropriate suggestions, information, or answers.


      Delegated Responsibilities

      • Based on formal delegation by the State Controller, review and approve or deny requests for waiver of State Fiscal Rules. Verifies with state agency chief executive officers, chief fiscal officers, purchasing directors, and other state agency personnel to determine if information provided is complete and accurate concerning requested waivers of State Fiscal Rules. Consult with other OSC staff and the State Controller, as necessary, to secure the information necessary to make an informed decision to grant or deny a State Fiscal Rule waiver request.

      • Similar processes are used to perform other formal delegations including approval of external bank accounts, approval of petty cash and change funds, approval of loans and advances, approval of accounts receivable write-offs, and approval of compliance with capital construction six-month rule.

      • Provides security administration for state financial systems. Enhance the effective and efficient operation of statewide financial systems by reviewing development and modifications of financial system software. This is accomplished by participating in user groups, identifying and participating in the development of new systems such as CORE, and identifying the need and assisting in the development of new software and software changes required in the statewide accounting system and individual agency subsystems.


      Agency Support, Guidance, and Training

      • Provide training and assistance to other Accounting staff as requested, Prepare Statewide Accounting Entries and Reconciliation Schedules.

      • Provide oversight and develop a process for statewide accounting which including but not limited to General Fund Surplus Transfers, Capital Construction transfers, general fund non-department transfers, and other transactions.

      • Provide oversight and develop processes for statewide reconciliation schedules, including but not limited to budget and support for statewide accounting entries.

      • The reconciliations support footnote disclosure in the financial statements, and General Fund Surplus transfers.


      Training to Agencies and Institutions of Higher Education

      Provide budget and accounting training to agencies and institutions of higher education, including but not limit to: Fiscal Rules; Fiscal Procedures Manual; CORE budget structure, statutory authority for various types of budget requests.

      MINIMUM QUALIFICATIONS:

      Experience Only:

      At least eight (8) years of relevant experience in an occupation related to formulating and prescribing policies, advising on highly complex and technical accounting and financial issues, analyzing budgetary and accounting balances and other work assigned to this position


      OR


      Education and Experience:

      A combination of related education (coursework requires 24 semester hours completed in accounting or auditing) and/or relevant experience in formulating and prescribing policies, advising on highly complex and technical accounting and financial issues, analyzing budgetary and accounting balances and other work assigned to equal to at least eight (8) years


      Current, valid licensure as a CPA by the Colorado Board of Accountancy will count for six (6) years of the requirement


      The exceptional candidate will possess the proven ability or accomplishment in the following preferred qualifications:

      • Previous State Service related to the work assigned to the position

      • Governmental Accounting Experience

      • A strong blend of technical accounting expertise and analytical skills

      • Excellent communication skills

      • Leadership abilities

      • Ability to manage multiple complex projects independently

      • Meticulous attention to detail

      Comparative Analysis Process The comparative analysis process for this position may consist of a structured application review, an online assessment and a structured interview.
