- Ability to apply principles, methods and techniques of systems management.
- Knowledge of and ability to conduct/direct analysis and research efforts.
- Knowledge of and ability to develop comprehensive and integrated strategic and capitalization plans.
- Knowledge of and demonstrated experience in Federal financial source management including appropriated and non-appropriated funds.
- Knowledge of financial management including budgeting, cost and profitability analysis, internal controls, audit systems, procurement cost controls, performance tracking and facility management.
- Ability to utilize analysis in developing information to formulate decisions for complex management actions.
- Ability to utilize complex information to base decisions that betters the program and community.
- Knowledge and background of military recreation and quality of life initiatives to retain or experiment with new theories and applications, which are responsive to a rapidly changing/operating social environment.
- Ability to utilize leadership skills to develop and maintain a large workforce into a cohesive group committed to quality program and product delivery to customers. This application of knowledge is essential to unit cohesion and military readiness.
- Ability to direct solutions to complex short and long-term problems, applying logic, economic and risk factors.
- Knowledge of a variety of financial, programs, administration, EEO, procurement, personnel, and other laws, regulations, and policies used by the Navy and other U.S. government agencies.
- Ability to communicate effectively orally and in writing with senior leadership, peers, staff and customers.
This position is located at Commander, Naval Activities Spain, Naval Station Rota, Spain. Serves as the Installation Program Director for multiple Fleet and Family Readiness codes, including Child and Youth Programs; Morale, Welfare and Recreation (MWR); NAF Support Services and Galley Operations for Naval Station Rota, Spain and the National Support Elements of Valencia, Madrid and Lisbon, Portugal.Duties

In addition to a graduate degree in recreational or business-related science, an advanced graduate degree or commensurate experience is considered a prerequisite.
