      Reporting to the Manager, Accounts Payable and Payroll, the incumbent provides subject matter expertise for Payroll activities and offers guidance and assistance to College departments The incumbent also assists the Payroll Manager in the achievement of departmental goals and acts as a liaison with external auditors and various government agencies.

      The incumbent co-leads the development and implementation of changes to Workday and other systems related to all aspects of payroll. Further, the incumbent will review and maintain payroll processes to ensure that practices align with the College’s strategic plan and industry recognized best practices. The incumbent will recommend key changes to current payroll processes and communication strategies to assist College employees to understand the proper processes to follow to receive an accurate pay. T he incumbent develops and prepares Payroll reports and leads enhancements to Payroll processes, analytics, and systems.

      The incumbent is also a backup to both the Manager, Payroll and Supervisor, Payroll and helps to ensure that all activities within payroll are administered under both fiduciary and financial oversight principles, using clear administration and communication processes to drive a positive employee experience, and is a champion of continuous improvement. Further, the incumbent ensures that all appropriate fiduciary strategies relating to this portfolio which includes oversight of program administration and compliance audits, communication initiatives and promotion of the various programs are functioning appropriately.

      The incumbent is responsible for College compliance with relevant payroll-related legislation.

      Duties and Responsibilities:

      • The incumbent works closely with the Workday Support Team on a day-to-day basis, overseeing the submission and follow up of change requests, developing business requirements for changes/enhancements (including those arising from Workday semiannual updates and changes in collective agreements), developing test scripts, and coordinating/completing user acceptance testing on behalf of the Payroll team. The incumbent will act as the primary technical point of contact for the payroll team for both change requests and project impacts;

      • Models a continuous improvement culture amongst the team, identifying and bringing forward gaps and suggestions for process improvements;

      • The incumbent is responsible for all projects within the scope of this position or as determined by the Associate Director, Financial Operations, and the Manager, Payroll. Development or input into Strategic Documents for Payroll, Organizational changes, development of policies, all Council requests for data within the scope of the position;

      • The incumbent will be required, as the business analyst, to deal with major updates and optimization of the Workday and other systems in relation to payroll to ensure they are completed accurately, in a timely fashion and within budget and are in compliance with policies, Collective Agreements and statutory requirements and providing advice to Chief Financial Officer and Associate Director, Financial Operations. Plan and designate project resources, monitor progress, and keep stakeholders informed the entire way;

      • Creates and runs reports and consolidates the data to produce payroll related monthly/annual reporting metrics.

      Required Qualifications:

      • Minimum three (3) Year Diploma/ Degree in Accounting, Commerce or Business Administration, or an equivalent combination of relevant education and experience.

      • Certification as a Payroll Compliance Professional or Payroll Leadership Professional, (National Payroll Institute);

      • Knowledge of financial information and payroll systems;

      • Knowledge of Canadian/Ontario income tax legislation;

      • Knowledge of Service Canada rules and regulations regarding the preparation and issuance of Records of Employment;

      • Skilled in the preparation of account reconciliations in support of the financial statements;

      • Ability to communicate professionally with colleagues, staff and external contacts;

      • Ability to interpret policies and guidelines from government sources;

      • Advanced spreadsheet skills;

      • Experience using financial information and payroll systems;

      • Experience in a work environment requiring problem resolution;

      • Experience preparing journal entries, account reconciliations and working papers;

      • Experience in a client service environment;

      • Experience with payroll legislative requirements;

      • Experience in an environment with multiple conflicting deadlines and priorities.
