- Fund programs and initiatives, big and small, that help communities in times of emergency, as well as to recover and prepare, including through disaster recovery funding and the Disaster Ready Fund to help reduce the risk and impact of disasters;
- Have officers located across Australia, working in partnership with states and territories to support disaster-affected communities to collectively build resilience, reduce risk and harm, and effectively respond to and recover from disasters
- Provide national leadership to share knowledge, situational awareness, and trends in disaster efforts to inform, guide and shape the national picture and decision-making at the Commonwealth, state and local Government level – including through policy development and strategy to improve risk reduction, resilience and recovery; and
- Provide round-the-clock all-hazards monitoring and operational coordination for domestic and international emergencies, including supply chain disruptions, critical infrastructure outages, biosecurity risks and widespread cyber-attacks, and through supporting preparedness and response activities, including through the operationalisation of the Australian Government Crisis Management Framework
- The Senior Training Officer – Design and Development contributes to complex design and development of training, or leads simple training needs analysis, including the use of appropriate tools, systems and supporting material
- The Senior Training Officer – Delivery and Coordination contributes to coordination of training, and delivers learning products, including in-person, online and blended solutions. The role also conducts evaluation of the learner experience, effectiveness of training, and maintains and communicates accurate records via correspondence, briefings and reports
- Develop, design or deliver vocational training programs for NEMA staff, partner agency staff and other stakeholders
- Support the Assistant Director to lead, manage and direct the team, contributing to the planning and setting of timelines, manage expectations and resources to achieve tasks and outcomes
- Manage and maintain training materials, including session plans, manuals, guidelines, handouts and E-Learning courses, including engaging with subject matter experts to ensure high quality of work, including contributing to design and development
- Evaluate training, learning design and integrate continuous improvement into training activities
- Undertake project work and prepare written material such as briefs, correspondence and policy documents as required.
- Excellent oral and written communication skills
- Demonstrated ability to manage relationships, stakeholders and outcomes
- Proven experience in successfully designing and developing vocational training packages
- Proficiency in the Microsoft Office Suite and familiarisation in digital learning platforms, flexible learning technologies or similar systems
- Relevant tertiary qualifications such as a Cert IV in Training and Assessment, or the ability to acquire this quickly.

National Emergency Management Agency:
National Emergency Management Agency (NEMA) was established on 1 September 2022 as a single, accountable Commonwealth authority that delivers a whole-of-nation approach to reducing disaster risk, planning, preparing for, responding to and recovering from all hazards across the emergency management continuum.
NEMA works closely with states and territories to deliver the best outcome for communities across Australia. To help communities respond and recover, while preparing Australia for future emergencies, we:Overview of the Branch and Section:
The EMR Training and Strategy Section is responsible for emergency management capability strategy and policy development, management of a small number of grants, and vocational operational training across the Emergency Management and Response Group (EMR Group).
Working collaboratively across the Australian state and territory governments the team develops, and contributes to the development of policy and strategy which supports bolstering national emergency management capability.
The Training team have two distinct streams: training design and development, and delivery and coordination aimed to meet the general and specialist vocational training requirements of the Group.
About the role:
Two Senior Training Officer positions are available, one in each of the training streams. Each position works collaboratively with business areas and internal and external subject matter experts.At times staff within NEMA may be required to work outside of standard business hours, particularly during the high-risk weather season.
